The Moscow Department of Investment and Industrial Policy and the Moscow Investment Agency present you the next digest of the main investment events in the Russian capital.

NEWS

LARGE AND MEDIUM-SIZED BUSINESSES INVESTED ALMOST RUB 3.5 TRN IN THE MOSCOW ECONOMY IN 2021

“In 2021, total investments in fixed assets in Moscow amounted to RUB 4.84 trn. More than 71% of the total invested funds (RUB 3.46 trn) are investments of large and medium-sized businesses. This is a 19% increase compared to the previous year,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Most of all, representatives of large and medium-sized businesses invest in activities related to transportation and storage. According to the results of last year, the volume of investments in this area amounted to RUB 759.58 bn, which is 22% of the total investment in fixed assets.

“Investors are also developing information and communication technologies. The share of investments in this area amounted to 13.2%, or almost RUB 456 bn. Almost 12% of the total volume, or RUB 407 bn, was invested by companies working in the field of finance and insurance, and almost RUB 300 bn were invested in real estate-related activities,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

MOSCOW PURCHASED MEDICINES FOR 2022 UNDER OFFSET CONTRACTS OF ALMOST RUB 1.3 BN

“In total, five offset contracts have been concluded in Moscow, four of which are in the medical field. The total volume of private investments under offset contracts is 12.9 billion rubles. The capital will purchase products from manufacturers for 72.7 billion rubles,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Since the beginning of 2022, as part of the contracts about 85,000 packages of various medicines have already been delivered to medical organizations of the Moscow Department of Health in the amount of about RUB 600 m rubles. The drugs were supplied for such nosologies as multiple sclerosis, oncology and oncohematology, neurology, rheumatology, and others.

Now drugs and medical products under offset contracts for the capital's healthcare are supplied by Biocad CJSC and Gemamed LLC. During 2022–2023, R-Opra LLC and the Moscow Endocrine Plant will join them.

MORE THAN RUB 14 BN WILL BE INVESTED IN THE CREATION AND MODERNIZATION OF TECHNOPARKS

“Moscow assigns a special status of an investment priority project (IPP) to investors who build or modernize technology parks. This status allows companies to reduce the regional tax burden by a quarter. The capital implements six investment projects for the creation and modernization of technoparks. The total volume of investments in them will amount to RUB 14.5 bn, of which RUB 3.5 bn have already invested. As a result of the implementation of projects, 6.8 thousand jobs will appear in technoparks,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

In the Strogino technopark, a new facility is being built and four existing buildings are being modernized. The volume of investments in the project will amount to RUB 600 m. It is also planned to build a technology park on the site of the former buildings of the plant named after I. A. Likhachev. More than 1.1 thousand jobs will appear there. Another project involves the construction of a multimedia technopark next to the Ostankino television technical center. More than 1.2 thousand jobs will be created in the technopark.

Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department, said that within the framework of the investment priority project, the Kalibr technopark is also expanding production facilities: investments will amount to RUB 2.9 bn. The Technopark specializes in developments in the areas of hydrogen energy, telecommunications, instrumentation and metalworking, information and multimedia technologies, medical research, and additive technologies.

According to Artem Barashev, Director of the Moscow Investment Agency, last year, the Moscow government granted the status of 3 investment priority projects for the creation of technoparks. Investments in them will amount to RUB 7.7 bn. In total, 13 IPPs are currently being implemented in Moscow. In addition to technology parks, investors are creating an industrial park and industrial enterprises. The total investment in these projects will exceed RUB 36 bn, of which RUB 31 bn the company has already invested in the implementation.

A TECHNOPARK WILL BE ESTABLISHED IN THE SEVERNY DISTRICT AS PART OF A NEW LARGE-SCALE INVESTMENT PROJECT

“The Pharmstandard Company will receive a site for the design and creation of a technopark with a distribution center in the Severny district. The total built-up area will be 109 thousand square meters. The planned volume of investments in the project is estimated at RUB 13 bn, and the annual tax deductions to the city budget – at RUB 3.3 bn. In addition, the project will create a thousand jobs in the city,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The technopark of a pharmaceutical company should appear within 5 years: land is allocated for such a period. The status of a large-scale investment project can be obtained by investors building important facilities for the city, such as production, buildings for organizations from the educational, medical, tourism, transport sectors and others. In this case, Moscow provides land without bidding.

INVESTORS WILL BUILD 7 SCHOOLS AND 6 KINDERGARTENS UNDER THE PROGRAM FOR CREATION PLACES OF EMPLOYMENT

“Moscow Government has signed 18 agreements with investors for creation places of employment, according to which 31 facilities will be built in the city including 7 schools and 6 kindergardens with a total area of 171.6 thousand square meters outside the Third Transport Ring of Moscow. The total investment in these projects will amount RUB 14.5 bn. Through the creation of new educational institutions, more than 1.1 thousand work places will be created in the city”, said Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Investors will also build 7 business centers, 6 technology parks, 2 retail and office buildings, 2 shopping malls and 1 industrial complex.

СThe total investment in all projects with the total area about 1 million square meters will amount RUB 85.2 bn. As a result, about 30,000 jobs will be created outside the Third Transport Ring. The facilities will be put into operation in 2023–2026.

INVESTORS WILL BUILD MORE THAN 860 THOUSAND SQUARE METERS OF REAL ESTATE IN THE CITY

“Since the beginning of 2022, private investors concluded 13 additional agreements with the city on changing the purpose of land use. They plan to build more than 863 thousand square meters of capital facilities on the territory of 36.6 ha within 6 years. Of these, 577 thousand square meters will be occupied by housing, and 286,700 square meters will be occupied by commercial facilities. In general, investors contributed RUB 3 bn to the budget for changing the purpose of providing a land plot,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Investors can rent land from the city with buildings located there. In order to erect new buildings on the site or reconstruct existing ones, it is necessary to change the purpose of using the territory from “operation” to “construction”. In this case, the developer enters into an additional agreement with the city and pays a fee for changing the type of permitted land use.

This support measure has already been used by 97 tenants of land plots, for which the purpose of providing for construction or reconstruction has been changed. Developers have been granted a 6-month deferment in paying rent payments for the second quarter of 2022 for a total amount of RUB 4.81 bn.

FIVE NEW SOLUTIONS ADDED TO THE ONLINE REGISTER FOR MANUFACTURERS BANK OF TECHNOLOGIES

“The register of the Bank of Technologies was replenished with computer vision systems for industry aimed at solving various problems, a smart product quality control system, systems for monitoring technological processes and the presence of personnel in different areas of production, and safety compliance. Today, it is most actively used by representatives of the machine-building and chemical industries”, said Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Bank of Technologies solutions allow companies to ensure high quality products, reduce the percentage of defects, increase labor productivity and the level of safety of employees.

According to Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department, the computer vision system can be used to control product quality. It allows you to track the compliance of products with the specified parameters at all stages of the production cycle: from checking purchased parts and materials to the stage of quality control of the finished product. This helps to reduce the percentage of defects and minimize the cost of verifying that products meet company standards.

MOSCOW TECHNICAL SCHOOL LAUNCHES THE SECOND STUDY FLOW IN THE DIRECTION COMMUNICATION TECHNOLOGIES

“In the direction of Communication Technologies it will be possible to study пone of three programs, including Digital transformation based on software-configurable SDN/NFV technologies, Quantum communications and Specialist in 5G wireless communication systems. 75 engineers have already completed training in the field of Communication Technologies,” said Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

TRADE TURNOVER BETWEEN MOSCOW AND THE MIDDLE EAST REACHED USD 20 BN IN 2021

“Trade turnover between Moscow and the Middle East increased by 56% and exceeded USD 20 bn. The main importers of capital goods were Turkey, Iran, the United Arab Emirates, Saudi Arabia, Israel and Egypt. The Moscow’s share in all-Russian trade turnover amounted to 36,5%,” said Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Moscow deliveries of non-commodity non-energy products in 2021 amounted to almost USD 2.8 bn, which is 21.8% more than in 2020.

The capital exported foodstuffs to the countries of the Middle East for USD 119.2 m. According to Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department, the capital's sweets are popular in the Middle East, for example, waffles worth USD 3 m were delivered to the region last year. The capital also actively exports various chocolate and flour products, carbonated drinks and muesli. In 2021, Moscow enterprises sent 150% more food products to the region than in 2020.

SUPPORT MEASURES

THE MOSCOW GOVERNMENT INCREASED THE AMOUNT OF BENEFITS FOR INVESTORS UNDER THE INCENTIVE PROGRAM FOR CREATING PLACES OF EMPLOYMENT

Benefits under the program for stimulating the creation of places of employment are provided to investors who build industrial and office facilities, educational, scientific, health and social welfare facilities, sports, culture, trade, catering, shopping and entertainment centers, hotels and so on.

Investors will now be able to commit to constructing a job-creating facility in a shorter time frame and receive more benefits. In addition, payments will be reduced by 5% when the construction period is reduced from 6 months to a year. If the duration of the project is reduced by more than a year, the payments will be reduced by 10%.

Investors who build logistics facilities, including those that provide storage, transportation, courier delivery, inventory management, packaging, trans-shipment, labelling, will also be able to receive the benefits.

PRACTICAL IMPLEMENTATION OF BUSINESS SUPPORT MEASURES CONTINUES IN MOSCOW

The Moscow Government will reduce the rate on preferential loans for enterprises and organizations in the real sector of the economy from 11% to 9%, for enterprises in the construction industry – from 12% to 9%. Rates will change both for new borrowers and previously approved loans.

Developers received a deferral for the provision of bank guarantees for RUB 25.7 bn. Thus, in almost two months of anti-crisis support measures, the owners of 57 land plots, the total area of which exceeds 150 hectares, took advantage of the delay.

Tenants of land plots provided for construction can receive an interest-free deferment of lease payments for the second quarter of 2022 for six months, and owners can postpone installment payments for changing the type of permitted use of land for the same period. In addition, in 2023, a number of developers will not increase rental rates for plots as part of a progressive scale. In less than two months, the city provided assistance in the amount of almost RUB 9.4 bn for 227 requests from developers.

The Moscow government has increased subsidies for taxi and car sharing companies. RUB 450 m were allocated for the implementation of the program of additional support for taxi companies and car sharing operators. The program, adopted in March 2022, provides for a doubling of the amount of subsidies to reimburse part of the cost of paying interest on loans and lease payments for the purchase of new taxi and car sharing vehicles. Additional support will allow taxi and car sharing operators to meet increased financial obligations to credit institutions and leasing companies.

AUCTIONS

THE CITY HAS AUCTIONED 36 REAL ESTATE OBJECTS FOR BUSINESS

The city will sell at auction 34 non-residential premises and two buildings, one of which is being sold together with a land plot. The objects are located in 8 districts of the capital: 10 lots are offered in the west, six in the southwest, four objects in the north, northeast and center, three in the south, two in the southeast, and one room and two buildings, one of which is with a land plot, in the east.

New owners will be able to open micro-enterprises on small sites, and a large commercial facility in an area of more than 1.5 thousand square meters. Applications for participation in open auctions are accepted until June 20 inclusive. The auction will take place in June.

MOSCOW WILL LEASE OVER 20 PREMISES FOR BUSINESS AT A REDUCED RATE

Representatives of small and medium-sized businesses will be able to rent 24 non-residential premises from the city at a reduced rate. Contracts for 10 years will be concluded with the winners of the land and property auction. Free assignment will allow the use of objects for various commercial purposes.

The preferential rental rate program allows entrepreneurs to open a new business or expand an existing business on favorable terms. At the end of 2021, the city leased 305 non-residential premises, and in the first quarter of 2022 – more than 60.

Today Moscow offers 24 premises for rent, which are located in seven districts of the capital. Five lots each are located in the north and southwest of the city. Four premises can be rented in the south. Three more are located in the northeast and in Zelenograd, two each in the west and east.
