The Moscow Department of Investment and Industrial Policy and the Moscow Investment Agency present the next digest of the main investment events in the Russian capital.

THE VOLUME OF INVESTMENTS IN THE ECONOMY OF MOSCOW AMOUNTED TO RUB 24 TN OVER 10 YEARS

Over the past 10 years, the volume of investments in the capital's fixed assets has increased 2.7 times. In total, during this period, investors put in RUB 24 tn in the economy of Moscow.

"Moscow is one of the most investment-attractive megacities. From 2011 to 2020, investors' investments in fixed assets in the capital amounted to RUB 24 tn. If we talk about the annual volume of investments, it has increased 2.7 times in 10 years. In the next 5 years, due to the implementation of large infrastructure projects, we expect an even greater increase in entrepreneurial activity. The volume of investments in fixed assets in real terms should rise by more than a quarter. According to our forecasts, the leading industries for investments will be pharmaceuticals, medicine, chemical industry, instrumentation and microelectronics," Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov said.

ALMOST 4,000 JOBS WILL APPEAR IN MOSCOW DUE TO CONCESSIONS

Almost 4,000 jobs will be created in the capital due to concessions. Currently, 6 concession projects are being implemented in healthcare, social and educational spheres, road construction, non-residential transport and housing and communal services.

Concession is one of the most common forms of public-private partnership (PPP) in Moscow. It allows to implement large investment projects in the city with the active participation of business. Under such agreements, the concessionaire invests in the creation or reconstruction of facilities, operates them during the term of the contract and creates new jobs. Due to the concession projects being implemented, almost 4,000 representatives of various specialties will get jobs - from workers to medical workers and teachers.

MORE THAN RUB 8 BN OF PRIVATE INVESTMENT WILL BE ATTRACTED FOR THE MODERNIZATION OF LYUBERTSY SEWAGE TREATMENT PLANTS

The second stage of reconstruction of Lyubertsy sewage treatment plants is being completed in the capital. Key facilities for biological wastewater treatment are ready. According to Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, more than RUB 8 bn of private investment will be attracted for the further modernization of Lyubertsy sewage treatment plants. The Moscow government has already approved the implementation of the concession project.

"A large-scale reconstruction of Lyubertsy sewage treatment plants is being carried out. During the third stage of reconstruction, it is planned to modernize facilities for the extraction of phosphorus and removal of nitrogen from wastewater. The Urban Planning and Land Commission of the City of Moscow approved the possibility of implementing the project in the form of a concession. It allows to take into account the interests of both business and the city equally. The capital will receive a functioning facility, and the investor will receive income from its operation during the entire term of the agreement. Private investments in the construction of wastewater treatment facilities will amount to RUB 8.4 bn," the Deputy Mayor said.

Information about the possibility of implementing the concession is published on the website torgi.gov.ru. Potential investors can declare their intentions to participate in the implementation of the project. In the case of a concession, the new facilities will be the first such large-scale installation in Russia. The agreement with the concessionaire will be signed for 27 years.

COLLECTION POINTS FOR OUT-OF-ORDER ELECTRICAL EQUIPMENT WILL APPEAR IN THE CAPITAL

In Moscow, according to the city program, electronic and electrical equipment that has already failed will be recycled. The project will exist in the form of a PPP. The initiative of its implementation has been submitted to the Government this year.

"The Moscow government has decided to implement a PPP project for the collection and processing of out-of-order electronic and electrical equipment for its subsequent disposal. The notice on the implementation of the PPP project is published on the official website of the Russian Federation to post information about the bidding process: here you can get acquainted with the terms of the concession within 45 days," the Deputy Mayor said.

The initiator of the project was the Ecopolis Corporation: it offers to carry out a full cycle of collection and processing of equipment, including plastic and hazardous substances. To do this, the investor reconstructs city facilities for collection points and equips them with the necessary equipment.

INVESTORS IN MOSCOW WILL BUILD BUSINESS CENTERS, TECHNOLOGY PARKS AND SOCIAL FACILITIES IN EXCHANGE FOR BENEFITS

According to the program of stimulating the creation of workplace associated infrastructure, offices, shopping centers, educational institutions, industrial technoparks and a production complex will appear in the capital, as well as about 22,000 new jobs outside the TTR.

"The program of creation of workplace associated infrastructure was launched in Moscow in 2020. During this time, we have signed 13 agreements with investors, according to which they will build more than 780,000 sq. m of real estate in different districts of the city – schools and a kindergarten, industrial technology parks, shopping and business centers, a production and logistics complex. More than 21,800 people will be able to work at these facilities. Investments in the implementation of projects under the agreements will amount to RUB 61.8 bn, developers will receive benefits from the city totaling RUB 34.1 bn," said Alexander Prokhorov, Head of the Department of Investment and Industrial Policy of Moscow.

Artem Barashev, Director of the Moscow Investment Agency, stressed that not only developers who are only planning to implement their project, but also those who are already creating residential buildings, can take part in the program. To do this, investors must have rights to land for both housing construction and the creation of workplace associated infrastructure, as well as have a formal calculation of rent or fees for changing the type of permitted use of the site on which it is planned to build a house. At the same time, land plots for housing construction and workplace associated infrastructure may be located in different areas of the city. Developers can send applications for the assignment of the status of an investment project to create workplace associated infrastructure using the online service on the Investment Portal.

FGC GROUP WILL BUILD A BUSINESS CENTER AND A TECHNOPARK UNDER THE PROGRAM FOR THE CREATION OF WORKPLACE ASSOCIATED INFRASTRUCTURE

In Moscow, the implementation of the program for the creation of workplace associated infrastructure outside the TTR continues. Two more investors signed agreements with the city, under which they will build a business center and an industrial technopark with a total area of 76,700 sq. m. Companies from the FGC Group will build a new business center and an industrial technopark, investments will amount to RUB 8.5 bn. The implementation of these projects will create more than 2,000 jobs outside the TTR.

Under the terms of the agreement, in return, the capital will provide developers with benefits for payment for changing the type of permitted use of land for the construction of apartment buildings.

MACROECONOMICS

IN 2021, THE TRADE TURNOVER BETWEEN MOSCOW AND THE BRICS COUNTRIES INCREASED BY ALMOST 30%

In January – August of this year, Moscow's trade turnover with the BRICS countries reached USD 42.1 bn, which is 27.9% more than in the same period last year, when the trade turnover was USD 32.92 bn, and 12.5% higher than in the 8 months of 2019, when the trade turnover amounted to USD 37.43 bn. Moscow's trade with these countries is fairly balanced: exports to the BRICS countries account for about USD 20 bn, imports - about USD 22 bn.

BRICS is an economic association founded in 2006. It includes Russia, China, Brazil, India and South Africa. In the structure of mutual trade in the period from January to August 2021, 92.5% of trade turnover falls on China, followed by India - 6%, Brazil - 1.1% and South Africa - 0.5%.

EXPORTS OF MOSCOW PHARMACEUTICAL AND MEDICAL PRODUCTS INCREASED ALMOST 4 TIMES

From January to August of this year, the total export of the capital's pharmaceutical products and medical equipment amounted to USD 819.39 m, which is almost 4 times more than in 2019.

According to Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, this year Moscow has sold pharmaceutical products to 114 countries - compared to last year, the geography of supplies has expanded by 17 countries.

"According to the results of eight months of 2021, Moscow's exports of medical products amounted to just over USD 69 m, which is 39% more than in the same period of 2020, and 32% more than in 2019. Moscow has increased the volume of medical industry products exports due to a steady growth in the supply of CT scanners, catheters and similar products," head of the Moscow Department of Investment and Industrial Policy Alexander Prokhorov said.

SUPPORT MEASURES

ABOUT 110,000 SMALL AND MEDIUM-SIZED BUSINESSES IN MOSCOW WILL BE ABLE TO RECEIVE NEW SUPPORT MEASURES

About 110,000 economic entities can receive new federal support measures for small and medium-sized businesses in Moscow. They provide jobs for almost 284,000 people.

A 3.5% of the employees’ total number in Moscow work in small and medium-sized businesses that meet the conditions for providing federal support measures. Among the potential recipients of support, the most noticeable share is made up of catering enterprises, automobile cargo transportation, dental clinics, hairdressers and beauty salons, organizations operating in the field of sports, entertainment, culture, art," Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov said.

AUCTIONS

INVESTORS HAVE CONCLUDED 2680 CONTRACTS FOR THE PURCHASE AND SALE OF THE CAPITAL’S NON-RESIDENTIAL PREMISES

For 3 years, investors have purchased 2,680 non-residential premises with a total area of 243,200 sq. m at city auctions. The demand for capital real estate from investors is growing: 404 purchase and sale agreements worth RUB 3.7 bn were concluded from October 2018 to October 2019, 792 agreements worth RUB 4.7 bn were signed for the same period 2019-2020, 1,484 transactions worth RUB 7.6 bn were concluded in 2020-2021.

The volume of real estate sales has increased due to digitalization and changes adopted in relation to lot documentation and bidders. For example, this year it became possible to conclude contracts with the sole participant of the sale through a public offer and auction. It is also possible to conclude a contract with the bidder for the lot, who made the penultimate price offer during the sale without announcing the price, if the winner refused to make a deal.

SINCE THE BEGINNING OF THE YEAR, THE CITY HAS SOLD 111 LAND PLOTS AT AUCTION

For 11 months of this year, the city sold 111 land plots with a total area of 43.4 hectares at open auctions, of which 37 plots were sold, 74 were leased. 501,400 sq. m of real estate will appear in these territories, including sports and recreation complexes, commercial facilities and individual residential buildings.

By the end of 2021, it is planned to sell or lease another 50 lots. For comparison: in 2019, 117 plots were sold, in 2020 - 139. It is possible to get acquainted with the current offers for the sale and lease of land plots on the Moscow Investment Portal in the "Property from the city" section.
