This will help increase the investment attractiveness of sports facilities, and Muscovites will have more opportunities for physical education.
For investors investing in capital repairs or reconstruction and operation of urban sports facilities, the initial rental rate will be reduced. The corresponding resolution was signed by Moscow Mayor Sergei Sobyanin.
The new rate will be RUB 5.000 per m2 per year, which is 25% lower than at present (RUB 6,600).
In accordance with the city's program to attract investment in the development of sports infrastructure, the right to lease city facilities is played out at auction, the subject of which is the establishment of a rental rate credited to the city budget.
“The winner of the auction undertakes to use the premises for sports activities and, if necessary, to make major repairs or reconstruction at his own expense,” the Moscow Mayor wrote on his Telegram channel.
After this condition is met, the expenses incurred by the investor will be offset against the rent.
The preferential lease period is 25 years, of which no more than two years are allotted for major repairs (the period for major repairs or reconstruction is determined by the design and estimate documentation).
The list of city sports facilities (sports and recreation centers, swimming pools and other facilities) approved by the Department of Sports of the City of Moscow, transferred to investors under lease agreements on preferential terms, currently includes 21 facilities. Four of them require major repairs. In May of this year, the first contract for the lease of a sports facility on preferential terms was concluded.
The reduction in the initial rental rate will help increase the investment attractiveness of sports facilities and thereby expand the opportunities for physical education and sports for Muscovites.
