SUPPORT MEASURES

INVESTORS TO BUILD 19 BUSINESS CENTERS IN MOSCOW UNDER THE CITY PROGRAM

In the north of the capital, investors will erect two office buildings - on the Leningradskoe shosse and 5th Magistralnaya street. Commissioning of the facilities is scheduled for 2025 and 2026. After that, about three thousand jobs will appear here. Two more projects are being implemented in the northeast of the city. By 2024, they plan to open a facility in Ogorodny Proyezd, and by 2027 - on Dvintsev Street. Thus, more than 7.800 jobs will appear in the district.

The city's program to stimulate the creation of work places is designed to ensure the integrated development of districts. According to its terms, the developer is partially or completely exempt from paying for changing the type of permitted use of the land plot on which he builds residential buildings, if he additionally invests in the construction of an object where new jobs will appear.

Initially, the program was aimed at building only industrial facilities and offices, but then the list was significantly expanded, including at the request of business. Today, investors have the opportunity to receive benefits in the construction of objects of science and education, healthcare and social security, sports and culture, catering, shopping and entertainment centers and others. At the end of December 2021, the program was extended to hotels. In the spring of 2022, it included facilities designed to provide comprehensive logistics services.

SINCE 2017, MOSCOW ENTERPRISES RECEIVED TARGET LOANS FOR MORE THAN RUB 4 BLN

Support contributes to increasing the investments of factories in their own development, modernization of equipment and infrastructure, as well as the creation of new jobs.

The total amount of targeted loans issued to capital industrial enterprises since 2017 has exceeded RUB 4 bln. Companies can obtain loans on preferential terms from the Moscow Industry and Entrepreneurship Support Fund.

The Moscow Industry and Entrepreneurship Support Fund offers 8 types of targeted loans: to cover the cash gap, connect to engineering networks, as well as to purchase new equipment, software, computer, server or network equipment, to develop exports, including agro-industrial complex, and others.

In addition, a program of preferential investment lending to industry has been operating since March 2022. In April of this year, the city decided to extend it to equipment leasing agreements. Small and medium industrial enterprises can participate in the program.

To receive funds at a preferential rate, you must first conclude a loan agreement, and then apply to the Moscow Industry and Entrepreneurship Support Fund. After the approval of the application, a financial support agreement is signed in order to compensate for part of the cost of paying interest on the loan.
