The Moscow Department of Investment and Industrial Policy and the Moscow Investment Agency present you the next digest of the main investment events in the Russian capital.

NEWS

MOSCOW CONCLUDED THE FIRST CONCESSION IN THE SPHERE OF EDUCATION

Moscow signed the first concession agreement with ANO Center for the Development of Effective Education on the construction of a school for 825 students on the territory of the Skolkovo innovation center.

"The project involves the creation of an innovative secondary school that will be able to accept 825 students at the same time and will create at least 150 work places. This is the first concession agreement for Moscow in the field of education. It is concluded for 25 years. The total investment will amount to at least RUB 2 bn," said Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Under the terms of the agreement, the investor will design and build the school, fit it up with equipment, and will also operate and maintain the facility throughout the term of the agreement.

ANOTHER 7,000 NEW WORK PLACES WILL APPEAR IN MOSCOW OUTSIDE TTR

The Moscow government and the companies that are part of the Capital Group holding have concluded three agreements on the city's program for creating places of employment, under which an industrial technopark, a production and logistics complex and a multifunctional public and business center will appear in WAD, Zelenograd and New Moscow.

"Investors will build three facilities with a total area of about 300,000 sq. m, where about 7,000 new work places will be created. These projects will help to solve the problem of balanced development in the WAD, Zelenograd and New Moscow, to make these areas more comfortable for living and working. Investors will put over RUB 12 bn in construction. In return, the city will provide developers with benefits in a comparable amount on fees for re-registering land plots for the construction of apartment buildings," said Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The investor companies plan to put the facilities into operation in 2023-2026. During construction, they will be given a deferral to make part of the payment for the first year of lease of land plots for residential projects that they are implementing in Moscow.

MORE THAN 250 PPP CONTRACTS: RESULTS OF THE DECADE OF THE MOSCOW INVESTMENT AGENCY

The Moscow Investment Agency has celebrated its tenth anniversary.

Since 2011, the specialists of the Moscow Investment Agency have been developing economic and legal conditions for investment projects, taking into account the interests of all parties, so that entrepreneurs feel comfortable and profitable to invest in urban projects, hold consultations, and also implement systematic measures to improve the investment climate in the capital. Today, with the Agency's participation, more than 250 PPP projects are being implemented in Moscow.

"With the agency's participation, multibillion-dollar concessions, life cycle contracts and offset contracts are being implemented in the capital, providing companies with long-term demand for their products. So, since 2013, agreements worth more than RUB 1.1 trn have been concluded on PPP terms. According to them, industrial enterprises, social facilities and healthcare institutions are being built in the capital, infrastructure is being developed, road projects are being implemented, public transport is being updated," explained Alexander Prokhorov, head of the Moscow Investment and Industrial Policy Department.

INVESTORS HAVE PUT RUB 1.4 TRLN IN MOSCOW'S ECONOMY IN SIX MONTHS

In the first six months of 2021, investors put RUB 1.4 trn in Moscow's economy. This is almost 21% more compared to the same period last year.

"In the second quarter of this year, investments in the capital's economy increased by 23.5% compared to the same period last year and amounted to RUB 852.9 bn. And in six months, the volume of private investments in fixed assets in Moscow reached RUB 1.4 trn, which exceeds last year's figures by 20.9%. The city has created optimal conditions for business development, and despite the pandemic and its consequences, Moscow companies continue to invest in the economy and development of the capital," said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Today, the capital accounts for about 18% of Russia's total investment in fixed assets and about half of foreign direct investment in the country's economy. The volume of investments in fixed assets in Moscow has increased 2.7 times in comparable prices over the past 10 years.

AS PART OF THE CREATION OF A HIGH-SPEED HIGHWAY WITHIN THE FRAMEWORK OF A CONCESSION, CONSTRUCTION OF A TUNNEL HAS BEGUN IN MOSCOW

During the construction under the concession of the Northern Understudy of  Kutuzovsky Prospekt, work began on an underground tunnel under Molodogvardeyskaya Street.

"Today in Moscow, active construction of the first high-speed toll road has been launched within the framework of the concession agreement – the Northern backup highway of Kutuzovsky Prospekt. The investor is building a bridge near Moscow City, an overpass in the area of the Work Settlement, and also changing heating mains in the west of the city. The other day, the builders began the construction of the most important part of the road - a tunnel on the 56 km of the inner side of the MKAD under Molodogvardeyskaya Street. The creation of a backup highway is the largest concession in Moscow with private investments of more than RUB 50 bn. It will be possible to use a new highway already in 2023," said Alexander Prokhorov, head of the Moscow Investment and Industrial Policy Department.

THREE MORE ENTERPRISES HAVE RECEIVED THE STATUS OF AN INDUSTRIAL COMPLEX

Since the beginning of the year, three more enterprises have received the status of an industrial complex in Moscow. Now the Central Institute of Aviation Engine Building named after P.I. Baranov, the Moscow factory for the production of processed cheeses KARAT and the Central Institute of Traumatology and Orthopedics named after N.N. Priorov will be able to receive tax benefits.

"The status of an industrial complex, which implies significant tax benefits, has been assigned to the capital's enterprises since 2016. This year, three more organizations have received it, where a total of about 2,500 people work. Over the past five years alone, these enterprises have invested about RUB 5 bn in urban industry. Thanks to the new status, they will be able to invest additional funds saved on taxes in the development of production," said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The status of an industrial complex can be obtained by the capital's manufacturing industries, as well as enterprises engaged in research and development.

SEVEN MORE INDUSTRIAL QUARTERS WILL BE CREATED IN MOSCOW

By the end of the year, seven more agreements on the integrated development of territories will be signed in Moscow on the initiative of copyright holders within the framework of the Industrial Quarters project.

Investors will put more than RUB 440 bn in the reorganization of seven inefficiently used territories of former industrial zones. According to the results of the implementation of these projects, the budget effect will amount to RUB 30 bn per year. The total area of seven land plots exceeds 72 ha, within the framework of these projects it is planned to build 1.7 m sq. m real estate. In these territories, production will occupy 284,000 sq. m, and public and business facilities will occupy more than 610,000 sq. m. Thanks to the appearance of seven new industrial quarters, more than 20,000 new work places will appear in the capital. It is also planned to build 836,000 sq. m of housing, including 90,000 sq. m - under the renovation program.

ENTREPRENEURS HAVE CREATED MORE THAN 13,000 PERSONAL ACCOUNTS ON THE MOSCOW INVESTMENT PORTAL THIS YEAR

Since the beginning of the year, 13,000 investors have created accounts on the Investment Portal of Moscow. In just seven and a half years, more than 53,000 personal accounts have appeared. Registration on the site provides round-the-clock access to information and online services that simplify business activities and help to use city support measures.

Today, the Investment portal of Moscow is considered as one of the most popular resources for business – for all the time it has been visited by 14.5 m users.

"There are 30 online services available on the Moscow Investment Portal, which entrepreneurs have already used 87,500 times this year. On the website online, you can send an investment project or a concession initiative to the Moscow Government for consideration, apply for a subsidy or an investment tax deduction," said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

THE ONLINE SERVICES OF THE INVESTMENT PORTAL ARE POPULAR AMONG INVESTORS

The Moscow Investment Portal is a virtual office for Moscow entrepreneurs: its online services help in the implementation of various projects. The most popular of them is the recording service for the inspection of auction objects. It saves time for investors and facilitates decision-making on participation in competitive procedures. The service allows you to send a request and inspect the object of interest at a convenient time for the user. Since the launch of the online service in 2015, it has been used 160,000 times, and this year entrepreneurs have sent via the investment portal more than 30,000 applications for inspection of the capital's property.

Also among the most popular services of the Investment Portal is the line of direct appeals. With the help of the service, you can get explanations on the procedures for the acquisition of urban real estate using a digital signature, advice on the preparation of documentation with the participation of credit institutions in the payment of contracts for the purchase of property, as well as on the return of funds to ensure participation in the auction procedure and other issues. In total, since the creation of the service, entrepreneurs have used it more than 12,000 times.

MACROECONOMICS

IN 2021, THE TRADE TURNOVER BETWEEN MOSCOW AND LATIN AMERICAN COUNTRIES INCREASED BY 54%

The trade turnover between Moscow and Latin American countries in the first half of this year amounted to USD 1.84 bln. This is 54.4% more than in the same period of 2020, and 26.6% more than in the first half of 2019.

"Moscow is among the top 10 regions of Russia exporting non-primary non-energy products to Latin America, and ranks fifth place in terms of exports. In total, sales were carried out in 19 countries of the region, and the main buyer countries were Argentina, Mexico, Brazil, Nicaragua, Cuba and Peru. At the same time, the bulk of Moscow's exports to the Latin American region account for industrial products, which in the first half of this year were shipped in the amount of USD 200.48 m," head of the Moscow Department of Investment and Industrial Policy Alexander Prokhorov said.

According to the results of the first half of 2021, Moscow increased supplies to Latin America of plastics and products made from them, packaged medicines, diagnostic reagents and detergents.

EXPORT OF MILK PRODUCTS IN MOSCOW GREW BY ALMOST 55%

Moscow has increased the export of dairy products. In the first half of this year, it amounted to USD 19.07 m, which exceeds the volume of products sent in the same period of 2020 by 54.9%.

"The export of dairy products in the capital has been showing consistently high growth over the past few years. In comparison with the first half of 2019, exports in monetary terms increased by 119.4% - more than doubled, from USD 8.69 m to USD 19.07 m in January-June 2021. At the same time, the share of Moscow in all-Russian exports increased from 8% in 2019 to 12.6% this year," Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov said.

25 countries have bought Moscow dairy products this year. The main importing countries are Kazakhstan, Belarus, Kyrgyzstan and Azerbaijan. Milk from the capital is also supplied to the USA, Panama, Japan, China and India.

SUPPORT MEASURES

ENTREPRENEURS WILL RECEIVE OVER RUB 25 M TO REFUND THE COSTS OF PREVENTING THE SPREAD OF COVID-19

The capital's entrepreneurs were approved the payment of RUB 25.4 m to compensate for the costs of preventing the spread of coronavirus infection and providing employees with personal protective equipment.

A business can claim a one-time payment of RUB 15,000, as well as additional compensation in the amount of 6,500 RUB for each employee. Individual entrepreneurs without employees can receive 21,500 RUB.

This type of support is available to businessmen who work in the field of catering, education, culture, sports and entertainment, as well as those who repair of personal items. In addition, this applies to beauty salons, health resort organizations and cinemas.

MOSCOW WILL HELP BUSINESS TO REFUND THE COSTS OF ACTIVITY DEVELOPMENT

Moscow will reimburse high-tech companies for development costs. Small and medium-sized businesses are compensated for the costs of paying interest on loans, purchasing and leasing equipment. Entrepreneurs can receive up to RUB 10 m for these expenses.

The subsidy is intended for residents of technology parks and a special economic zone, members of the Moscow innovation cluster and tenants of technology parks in the field of creative industries and production. With its help, entrepreneurs can reimburse up to 35% of the cost of purchasing equipment and up to 11.5% per annum for loan payments. This year the amount of support has already reached RUB 124 m.

AUCTIONS

SINCE THE BEGINNING OF THE YEAR, MORE THAN THOUSAND NON-RESIDENTIAL PROPERTIES HAVE BEEN BOUGHT FROM THE CITY

For eight months of 2021, following the auction results, the city concluded 1,014 contracts for the purchase and sale of non-residential properties. This is 11% more than in the entire 2020, when 898 transactions were made, and almost twice as much as in 2019 - then 522 contracts were signed.

Largely, internal, interdepartmental changes in the process of preparing lot documentation and external adjustments aimed directly at bidders contributed to the increase in sales volumes of the capital's real estate. So, in 2021, it became possible to conclude purchase and sale agreements with the sole participant of the transaction through a public offer and auction. Also, starting this year, it is possible to conclude an agreement with the bidder for the lot, who made the penultimate price offer during the sale without announcing the price, if the winner refused to make a deal.

THE CITY POSTED FOR SALE A PREMISE IN THE HOUSE OF NARKOMTYAZHPROM

Premises with an area of 67.2 sq. m in a residential building of the Narkomtyazhprom, an object of cultural heritage of regional importance, the city put up for auction. The future owner of non-residential premises will be able to use it at their own discretion.

Applications for participation in the competition are accepted until October 18, the results are planned to be summed up on October 27.

The technical and other characteristics of the objects and the terms of their sale are published on the Moscow Investment portal in the section “Property from the city”. It is possible to inspect the premises using an online tour in 3D mode, and take part in the auction on the website of the unified electronic trading platform.
