The Moscow Department of Investment and Industrial Policy and the Moscow Investment Agency present you the next digest of the main investment events in the Russian capital.

NEWS

BAGRATION AVENUE HAS BEEN OPENED

The largest transport infrastructure facilities have opened in Moscow - Bagration Avenue, the southern direction of the Moscow High-Speed Diameter and the fourth Moscow Central Diameter (MCD-4) Kaluzhsko-Nizhegorodsky.

The total length of the highway with exits and 17 artificial structures is almost 22 km. It will improve transport services for more than 1.5 mln residents of Moscow and the Moscow region.

INVESTMENTS IN MOSCOW ECONOMY GROWED BY 5%

Investments in the Moscow economy in the first six months of 2023 exceeded RUB 2.2 trln. At comparable prices, this is 5% higher than the figures for the same period in 2022. Potential investors in the capital may be attracted by a large market for products with high purchasing power and many systemic and anti-crisis support measures. In addition, there are convenient tools, including the Moscow investment portal and supplier portal.

MACROECONOMICS

THE VOLUME OF INDUSTRIAL PRODUCTION IN MOSCOW INCREASED TO 11.3%

According to updated data from the Federal State Statistics Service (Rosstat), the volume of industrial production in Moscow in the first six months of this year increased by 11.3% compared to January–June 2022.

Adjusting estimates is a standard practice associated with the peculiarities of collecting and processing statistical reporting. Since 2022, Rosstat has been updating operational data on production indices twice a year – in August and January.

PRODUCTION OF DRUGS AND MEDICAL MATERIALS IN MOSCOW INCREASED BY 50.6%

A resident of the special economic zone (SEZ) Technopolis Moscow opened a scientific and technical center for the development of drugs. Specialists there will work on import-substituting biological products for the treatment of oncological, autoimmune and infectious diseases.

For Moscow, pharmaceuticals are one of the most important areas ensuring import substitution and the development of high-tech industries. Over the seven months of 2023, the production of medicines and medical materials in the capital increased by 50.6% compared to the same period last year.

THE INDUSTRIAL PRODUCTION INDEX IN MOSCOW CONTINUES TO GROW STABLE

Moscow ranks first among 10 megacities in the world in terms of industrial production growth rates. The industrial production index (IPI) of the Russian capital at the end of 2022 increased by 15.1%, which allowed it to outstrip such large cities as Rio de Janeiro, Beijing, Shanghai, Singapore and Barcelona by a wide margin.

Second place among 10 agglomerations in terms of industrial production for 2022 was taken by Ho Chi Minh City, which demonstrated an increase in IPI by 7.8%, and third place by Rio de Janeiro with 4.6 percent. In Singapore, the figure increased by 2.6%, in Tokyo by two percent, in Barcelona by 1.1 %, and in Sao Paulo by 0.2 %. Three cities experienced a decline in industrial production. In Shanghai it decreased by 2.2%, in New Delhi by 7.2%. The largest drop among the top ten - by 16.7% - was shown by Beijing, which a year ago was the leader among megacities in terms of industrial production growth, noted Maria Bagreeva, Minister of the Moscow Government, head of the capital's Department of Economic Policy and Development.

PRODUCTION OF COMPUTER EQUIPMENT AND ELECTRONICS IN MOSCOW INCREASED BY 28.4%

The capital's electronics manufacturer has developed a universal industrial computer.

The device performs several tasks simultaneously and stores a large amount of information. The computer consumes less energy and operates autonomously for a long time. It can be used in areas that are rarely or difficult to maintain.

SUPPORT MEASURES

THE CITY ALLOCATED LAND FOR A RUBLE PER YEAR FOR THE CONSTRUCTION OF SIX INDUSTRIAL COMPLEXES

The city provided six investors with land plots for the implementation of large-scale investment projects (MAIP) at a rate of rubles per year. Enterprises for the production of construction and finishing materials will be built on them.

From March 2022, industrial enterprises can rent land in the capital for rub 1 per year to expand existing production and create new ones. The rate applies to the entire duration of the contracts. Thanks to the benefit, enterprises will be able to quickly launch production of products that are important for Moscow. Land is allocated at a preferential rate for the implementation of MaIP. This is a special form of cooperation between the city and business, which has been used in Moscow since 2016.

IN MOSCOW THERE IS AN OPPORTUNITY TO CONTACT THE INDUSTRY SUPPORT CENTER

The Industry Support Center, where enterprises are helped to quickly resolve issues related to the powers of city departments, is now available online on the Moscow Investment Portal.

The Industry Support Center provides assistance on issues related to available support measures, localization of production, financing and lending, selection of suppliers, interaction with authorities, and other topics.

SUPPORT MEASURES

NOW "SMARTEK" IS AVAILABLE IN THE REGIONS

The automation system for monitoring regional support measures for the Moscow Government is presented on the platform of best regional practices "Smartek" of the Agency for Strategic Initiatives (ASI). Now it can be replicated in the regions.

The automated system is integrated with SUDIR, a system for managing access to information resources of the Moscow Government. This allows all interested metropolitan departments to participate in the process, quickly receive the necessary information from the performers, and also ensures that the information is completely up-to-date. Thanks to the system, data analysis accelerated five times, labor costs for searching and processing information decreased from several hours to one minute.

SUPPORT MEASURES

CHAT BOT “SUPPORT FOR MOSCOW INDUSTRY” HAS BEEN EARNED

In the Telegram messenger there is a chat bot “Support for Moscow industry”. It helps to get simplified access to information about measures to support capital's industries. The service was developed and opened by the Moscow Government. The chatbot is a convenient interactive service containing up-to-date information about more than 20 available measures of financial and non-financial assistance for the capital’s industry. It will be an effective addition to the wide range of tools for business development in the capital, which were used by about 400 large and medium-sized industrial enterprises in the city in 2022 alone.

SUPPORT MEASURES

MOSKVICH AUTO PLANT WILL RECEIVE TAX BENEFITS

The Moskvich automobile plant has been given the status of an industrial complex.

The company received the right to tax benefits provided for by Moscow legislation. The income tax rate credited to the city budget will be reduced to 13.5% instead of the standard 17. The real estate tax will be 50%, the land tax will be 20%, and the land rental rate will be 0.3% of the cadastral value of the site.

AUCTIONS

OVER 7 HA OF LAND FOR CONSTRUCTION ARE RENTED IN ZELAD

Since 2018, the capital, based on bidding results, has leased 13 land plots in the Zelenograd Administrative District (ZelAO) intended for the construction of commercial facilities.

The largest facility that investors must build is an apartment building on Letchika Polagushina Street with an area of up to 33.000 m2 and an educational facility with an area of 900 m2. 1.7 ha of land have been allocated for its construction. The smallest plot of 0.1 ha was rented to accommodate a roadside service with an area of 539.5 m2 on General Alekseev Avenue.

THE CITY PUT UP FOR AUCTION A BUILDING FOR A SPORTS CENTER IN THE WEST OF MOSCOW

The city put up for auction a building in the Western Administrative District, built in 2008. The tenant will be able to open a sports center there. The three-story building is located in an area with multi-story residential buildings at the address: Mosfilmovskaya Street, building 41, building 2. It has a two-story sports hall with an area of about 670 m2, a 70-meter gym, as well as showers, toilets, locker rooms, coaching and utility rooms premises.

The application campaign will end on September 11. The online auction will be held on the Roseltorg electronic trading platform. To participate in it, registration on the site and an enhanced qualified electronic signature are required. Information about auctions is posted on the Moscow Investment Portal.
