MOSCOW WINS THE INTERNATIONAL INVESTMENT AWARD ANNUAL INVESTMENT MEETING (AIM) IN THE UAE

Moscow was recognized as the best in the framework of the international investment award Annual Investment Meeting (AIM) in the nomination "Central Asia, the Caucasus and Russia". The award is held annually in the United Arab Emirates. Large investors and entrepreneurs from all over the world participate in it.

“The number of significant investment projects is growing in the capital every year. This allows developing the infrastructure of the city and creating new jobs. Modern industrial, scientific and cultural facilities are being built. And the conditions for business are beneficial not only to Russian, but to international investors. Moscow has already attracted more than $250 bln in foreign investment,” said Moscow Mayor Sergei Sobyanin.

The growth of investment activity in Moscow is facilitated by various types of support measures that the city offers to investors. For example, they can reduce the regional tax burden by 17-25% due to special statuses or receive a soft loan for the construction of production.

MOSCOW ENDOCRINE PLANT WILL MANUFACTURE 20 DRUGS UNDER OFFSET CONTRACT

In 2021, Moscow signed an offset contract with the company, according to which the production of 20 important medicines will be localized in the capital. The city guaranteed their purchase for 8 years. Deliveries of drugs to the capital's clinics began in April 2023. More than 300.000 packages were shipped per month.

The plant has 4 production sites and its own laboratories where scientific developments are carried out. It produces up to 500 mln units of drugs per year.

“In addition to analgesics, the company produces a variety of medicines used in ophthalmology, cardiology, gynecology and other medical practice. Most of them are included in the list of vital and essential medicines,” said Moscow Mayor Sergei Sobyanin.

INDUSTRIAL PARK "RUDNEVO" TO BE CREATED 20.000 WORK PLACES

“Manufacturers of unmanned aerial systems, ATMs and high-tech equipment for the selection of renewable sources of raw materials have already settled in the Rudnevo industrial park. By 2025, the area of constructed industrial facilities will increase by almost 6.5 times, while up to 20,000 jobs will be created,” said Deputy Moscow Mayor for Economic Policy and Property and Land Relations Vladimir Yefimov.

Aeromax was the first to open production at the Rudnevo site as part of the creation of a federal center for unmanned aerial systems.

“In March, the company began production of helicopter-type unmanned aerial systems designed for cargo transportation and flights in adverse weather conditions. In the future, the company plans to significantly expand its production to increase the production of civilian unmanned aerial vehicles. The implementation of the project will create more than 1.200 new jobs,” said Vladislav Ovchinsky, head of the Moscow Department of Investment and Industrial Policy.

In Rudnevo, companies can not only accommodate in ready-made buildings, but also agree on the construction of a turnkey plant for specific requirements. Thus, Irkut Corporation PJSC (UAC PJSC) will operate in the industrial park. This is a full-cycle enterprise for the manufacture of components from aluminum and titanium alloys for the wing of the MS-21 aircraft.

MORE THAN RUB 19 BLN WILL BE INVESTED IN THE CREATION OF PRODUCTIONS IN MOSCOW UNDER OFFSET CONTRACTS

“Today, 11 offset contracts have already been signed in Moscow. According to them, the city will purchase medicines, medical products, baby food for milk distribution points and storage systems for archives. The total volume of investments in the creation and modernization of production facilities will amount to more than RUB 19.2 bln,” said Deputy Moscow Mayor for Economic Policy and Property and Land Relations Vladimir Yefimov.

In return, the city will be guaranteed to purchase products manufactured at factories worth more than RUB 90 bln over several years.

“In 2023 alone, the city signed 6 contracts with investors in different industries. Thus, Moscow will ensure a stable supply of medicines, medical devices, as well as document storage systems. The total volume of investments under the new contracts will amount to almost RUB 5 bln,” added Vladislav Ovchinsky, Head of the Department for Investment and Industrial Policy of the City of Moscow.

In 2022, amendments to the law on the contract system came into force, reducing the minimum investment threshold for the creation or modernization of production within the offset from RUB 1 bln to RUB 100 mln. This allows many more manufacturers to be involved in the conclusion of agreements. In addition, it became possible to sign offsets jointly with 2 or more regions of Russia. The minimum investment under such an intersubject contract is RUB 400 mln, and in the case of purchases made in 2022–2023, RUB 100 mln.

On May 30, the Moscow government began issuing green bonds for the population, which will allow citizens to invest in a project to replace diesel buses with electric buses.

“The bonds will be issued in the amount of RUB 2 bln and with a circulation period of 2 years. Any adult citizen of Russia who is a tax resident of the Russian Federation can purchase bonds. The coupon rate is 8.5% per annum. When coupon income is paid, personal income tax in the amount of 13% is withheld and transferred to the budget automatically by the tax agent – the National Settlement Depository,” said Deputy Moscow Mayor for Economic Policy and Property and Land Relations Vladimir Yefimov.

Bonds for the population are a special type of bonds that are placed only among individuals. This is a financial instrument for people who are not ready to invest on the stock exchange; in terms of its conditions, it is close to deposits.

MACROECONOMICS

IN MOSCOW INDUSTRIAL PRODUCTION INCREASED OVER 6% IN THE FIRST QUARTER

“Today, there are more than 3.500 industrial sites in the capital, where more than 720.000 people work. The city produces medicines and medical products, building materials, optical cables, elevators and much more. All this is largely the result of supporting the industry - more than 20 systemic and a number of anti-crisis tools are in operation in Moscow,” said Moscow Mayor Sergei Sobyanin.

In addition, the food industry is actively developing. Enterprises are increasingly using domestic raw materials and equipment, entering new markets and expanding their range.

Thus, the status of an industrial complex provides tax benefits, and for new production within the framework of the implementation of large-scale investment projects, land can be leased without bidding.

SUPPORT MEASURES

THE NATIONAL PROJECT WILL ALLOW CAPITAL MANUFACTURERS OF MEDICAL EQUIPMENT TO DOUBLE THE OUTPUT OF PRODUCTS

The capital company Medplant, one of the leaders in the production of medical equipment in Russia, has doubled the production of tourniquet-type medical tourniquets thanks to participation in the Labor Productivity national project.

The company has introduced a system of effective organization of workplaces, introduced production analysis and work performance standards. In the near future, lean manufacturing tools, successfully implemented in the pilot stream, will be used in other areas of the enterprise. In particular, the company intends to optimize the manufacturing process of medical kits for emergency doctors.

The national project "Labor Productivity" is a measure of state support for business, which allows you to increase the volume of products and reduce production costs without additional costs. In Moscow, the national project has been implemented since the beginning of 2022. Until the end of 2024, 491 enterprises will be able to take part in it.

THE CITY GIVES A PREFERENTIAL CREDIT TO A MEAT PRODUCER MANUFACTURER FOR THE DEVELOPMENT OF PRODUCTION

“The city continues to provide financial assistance to the capital's factories for the expansion and modernization of sites. Thus, a preferential investment loan in the amount of more than RUB 3 bln was approved by the manufacturer of meat food products PK Elitgroup Invest. The rate under the program of the Moscow Fund for the Support of Industry and Entrepreneurship is 3%. Today, the company continues to build the second stage of the plant for the manufacture of products from processed meat. The implementation of the project will create 300 new jobs,” said Vladimir Yefimov, Deputy Moscow Mayor for Economic Policy and Property and Land Relations.

The manufacturer's site will produce meat and meat and vegetable canned beef, pork, chicken, turkey both in cans and in lamister packaging. The city leased the land to the investor without bidding.

Funds received under the preferential investment lending program can be used by companies to acquire rights to the results of intellectual activity, purchase new equipment, and create and reconstruct industrial infrastructure in the city.

AUCTIONS

CITY TO BUY RIGHTS FOR INTEGRATED DEVELOPMENT OF 2 UNEFFICIENTLY USED TERRITORIES IN SEAD AND TaNAD

The Moscow Government adopted resolutions on the comprehensive development of 2 inefficiently used territories located in the Yuzhnoportovy district and in the Sosensky settlement.

“The development of two sites in the South-Eastern Administrative District and TaNAD with a total area of more than 19 ha will be carried out by investors who will be determined by the results of auctions. The auction is scheduled for the second quarter of this year. It is planned to build modern production facilities and public and business facilities here, where almost 7,000 people will be able to find jobs. The total investment in projects will exceed RUB 38.5 bln, and the annual expected budgetary effect will be RUB 2.6 bln,” said Deputy Moscow Mayor for Economic Policy and Property and Land Relations Vladimir Yefimov.

Inefficiently used territories have good transport accessibility. Venue "Volgogradsky pr-t, vl. 32" is located near the metro stations "Volgogradsky pr-t" and "Dubrovka", and the territory between the streets of Alexandra Monakhova and Edvard Grig in the settlement of Sosenskoye is located near the metro station "Kommunarka".
