MOSCOW TOPS THE LIST OF RUSSIA'S REGIONS IN TERMS OF INVESTMENT ATTRACTIVENESS

The capital topped the list of Russia’s regions in terms of investment attractiveness according to the results of an annual survey conducted by the National Rating Agency (NRA).

“For the 10th time Moscow becomes the leader among the regions of the country in terms of investment attractiveness. The share of the capital today accounts for 20.5% of the total investment in Russia. In the first 9 months of this year alone, the volume of investments in the fixed capital of the city amounted to RUB 3.4 trln. This is an increase of 2.7% over the same period last year. At the same time, large and medium-sized businesses invested RUB 2.6 trln,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Large and medium-sized enterprises invested most of the funds in the construction of non-residential buildings and structures and in land improvement – 34% of the total. The share of investments in machinery and equipment was 31.3%, in the creation of intellectual property objects – 17.7%, in the construction of residential buildings and premises – 16.5%.

“Over the three quarters of this year, large and medium-sized enterprises financed RUB 1.3 trln from their own funds, or 50.3% of the total. The remaining RUB 1.3 trln are attracted investments,” added Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

INVESTORS WILL BUILD OFFICE CENTERS AND EDUCATIONAL FACILITIES IN THE CITY UNDER THE JOB CREATION STIMULATING PROGRAM

Investors will build 47 educational facilities within the framework of 10 agreements under the Job Creation Stimulating Program,. Thus, 28 kindergartens, 16 schools, 2 facilities, each will include a kindergarten and a school, and educational complex will appear in the city. More than RUB 45 bn will be invested in these facilities. The buildings will be commissioned between 2023 and 2028, and over 4,000 people will be able to work there.

New educational facilities designed for 575 schoolchildren and 275 preschoolers will appear in the areas of Yuzhnoportovy and Filevsky Park. In addition, 2 kindergartens, a school and an educational complex will be built in the Ryazanovsky settlement.

In addition, under the program, an investor will build industrial complexes in Zelenograd.

An innovation and import substitution center will be built in the Voskresensky settlement, an art museum will appear in the Danilovsky district, and a multifunctional public and business center will be constructed in Levoberezhny.

An office center will be built in Khoroshevo-Mnevniki. In December of this year, the investor received a building permit, in the near future he will begin to equip the construction site and begin earthworks. Investments in the implementation of the project will amount to RUB 7.4 bn. After the commissioning of the facility in 2025, more than 1.600 people will be able to work here.

2 office centers will be created in the Vnukovskoye settlement, and one more will appear in Ramenki. The volume of investments in these facilities is estimated at RUB 11.4 bn. The total area of the 3 buildings will exceed 100.000 m2. 15.200 people will be able to work there.

THE MOSCOW GOVERNMENT DECIDED TO SIGN 11 OFFSET CONTRACTS WITH INVESTORS

This year, Moscow Mayor Sergei Sobyanin decided to hold 11 electronic tenders for offset contracts. 5 of them provide for the supply of medicines for the needs of the city, the rest of the capital will receive medical furniture, consumables for the blood service, batteries for electric vehicles, absorbent underwear and other goods. The volume of investments under new contracts will amount to at least RUB 9.7 bn.

In total, the city concluded 5 offsets in socially significant industries from 2017 to 2021. According to three of them, the capital is already receiving medicines, medical products and products for dairy kitchens. Under 2 more agreements, modern pharmaceutical plants are being built.

THE MOSCOW GOVERNMENT AND ROSSETI MOSCOW REGION AGREED ON COOPERATION TO SUPPORT INVESTMENT PROJECTS IN THE CAPITAL

The Moscow Investment and Industrial Policy Department and Rosseti Moscow Region PJSC signed a cooperation agreement in the framework of the implementation of the regional investment standard. It will optimize the procedure for connecting objects to electric networks during the implementation of investment projects in the city.

Since 2020, Moscow has been a participant in a pilot project to introduce a regional investment standard developed by the Russian Ministry of Economic Development. The project will create and implement standards for the launch and support of investment projects, providing for optimal client paths for the investor (from the idea of project implementation to its completion).

The regional investment standard should help the region to ensure the monitoring of compliance with the deadlines specified in the investor's action algorithms for the procedure for connecting to electric networks up to 150 kW and over 150 kW, as well as to increase business activity and attract new investments.

RESIDENTS OF THE PECHATNIKI SITE OF THE TECHNOPOLIS MOSCOW SEZ CREATED ALMOST 4.000 WORK PLACES

 “Today, 48 enterprises with resident status operate at the Pechatniki site of the Technopolis Moscow Special Economic Zone (SEZ). During their activity, they have created almost 4.000 new jobs in the city. In just three quarters of 2022, such companies hired 553 people,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Since the beginning of this year, residents of the Technopolis Moscow SEZ, which have located their production facilities at the Pechatniki site, have produced goods worth more than RUB 17.8 bn. For all the time they have provided customers with goods and services worth more than RUB 49 bn.

“From January to September of this year, residents invested RUB 2.5 bn in the development of their production at the Pechatniki site. In total, over the 5 years of the existence of this platform, innovative companies have invested almost RUB 20 bn in the launch of enterprises,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

MACROECONOMICS

TURNOVER OF SMALL AND MEDIUM SIZED BUSINESS IN THE CAPITAL AMOUNTED TO RUB 3.6 TRLN IN 11 MONTHS

 “In January-November 2022, the turnover of small and medium-sized enterprises in the capital amounted to RUB 3.6 trln. This is more than a quarter higher than the result for the same period in 2021. June was the record month in terms of revenue, when it reached RUB 362 bn. This is almost 2% more than the previous high recorded in September last year. In November, the capital’s SME turnover increased by a quarter compared to the same period in 2021 and amounted to RUB 343 bn,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The share of small and medium-sized businesses in the sphere of trade and services of the capital during this time increased by one percentage point and reached 22.7%.

The leader in terms of revenue has traditionally been trade, which accounts for more than 30% of the total turnover of SMEs. For 11 months, the earnings of these companies increased by 22% compared to January-November 2021 and exceeded RUB 1 trln.

Transport and logistics companies showed the highest growth rates, whose turnover for 11 months increased by 63% compared to the same period last year – up to RUB 160 bn.

SUPPORT MEASURES

ABOUT 400 LARGE AND MEDIUM-SIZED ENTERPRISES IN MOSCOW HAVE RECEIVED CITY SUPPORT THIS YEAR

 “Moscow is home to more than 3,500 industrial sites, over 700 of which are large and medium-sized plants. Both systemic and anti-crisis measures of city financial and non-financial support are available to them: subsidies, targeted and preferential loans, special statuses allowing to save on taxes. By the end of the year, every second large and medium-sized enterprise in the capital is covered by the support,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The systematic support for industrial enterprises includes more than 20 mechanisms. For example, 66 productions have the status of an industrial complex, which gives them significant tax benefits. The regional part of the profit tax rate has been reduced for them from 17 to 13.5%, the land tax – by 80%, the property tax – by 50%.

Also this spring, as part of anti-crisis business support, a decision was made to automatically extend all special statuses for a year.

SINCE THE BEGINNING OF THE YEAR MOSCOW HAVE ALLOCATED RUB 30 BN TO SUPPORT SMALL AND MEDIUM-SIZED BUSINESSES

This year, more than 11.000 small and medium-sized companies and individual entrepreneurs received support in the amount of RUB 30 bn. The city provides entrepreneurs with subsidies and grants for the purchase of equipment, patenting developments, testing innovative solutions, creating new catering outlets and other purposes. More than 1,300 such applications have already been approved this year.

Over 820,000 small and medium-sized enterprises (SMEs) operates in the capital, an increase of 7% year-on-year.

“From January to October 2022, the number of SMEs registered in the unified register of small and medium-sized enterprises increased by 4.1%. The number of legal entities grew by 2.5% in 10 months, while the number of individual entrepreneurs increased by 5.9%. Now more than 13.7% of the total number of Russian SMEs are operating in Moscow,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

MORE THAN RUB 180 BN OF PREFERENTIAL LOANS APPROVED FOR MOSCOW COMPANIES

 “In March 2022, capital enterprises began to receive soft loans to replenish working capital, investment purposes, and construction of non-residential real estate. During this time, applications worth RUB 181.1 bn from more than 70 organizations were approved,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

In July, the rate on preferential loans for investment purposes was reduced from 9% to 3%, and their maximum amount was increased from RUB 1 to 3 bn.

“Companies have already been approved for soft loans worth more than RUB 10 bn. Cosmetics manufacturers, waste treatment companies and other industries have received the funds,” added Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

THE CITY SIGNED AN AGREEMENT ON THE ALLOCATION OF LAND FOR RUB 1 PER YEAR WITH THE 13TH INVESTOR

 “As part of the implementation of a large-scale investment project, Tuan will build a food production facility in the west of the capital and create about 500 new jobs. The investments in the construction will amount to almost RUB 2 bn. This is the 13th such agreement that the capital has concluded,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The investor was given a land plot of 1.1 ha on Ryabinovaya Street in the Ochakovo-Matveevskoye area for 5 years. During this time, the entrepreneur must complete the construction of a food production area of 15.000 m2.

“Bakery and confectionery products, as well as semi-finished and finished dishes will be produced in the new building in Ochakovo-Matveyevsky,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

587 CATERING OUTLETS OPENED WITH THE SUPPORT OF THE CITY

565 applications under the program for the development of domestic fast food chains worth more than RUB 1 bn were approved. With their help, capital entrepreneurs opened 587 new catering outlets in Moscow and employed more than 1.300 people.

As part of the program, entrepreneurs who opened a cafe after March 16, 2022 could receive from RUB 1 m to RUB 5 m, depending on the area of establishment. At the same time, it was possible to submit one application for the opening of several food outlets. Entrepreneurs from any region of Russia were able to take advantage of the support, provided that the catering outlet they were setting up was in Moscow. As a result, 110 entrepreneurs are implementing their projects in the capital. Mostly new cafes and restaurants have appeared in the centre of the capital, with food outlets also opened in Zelenograd and in the Troitsky and Novomoskovsky districts. The total area of cafes opened in Moscow was 55.000 sq. m.

AUCTIONS

THE CITY HAS SOLD 344 COMMERCIAL PREMISES IN THE SUB-BASEMENT AND GROUND FLOORS SINCE THE BEGINNING OF THE YEAR

The premises were sold at open auctions to increase the price, through a public offer to reduce the initial cost, and at auctions without announcing the price, where the participants themselves name the amount for which they are ready to buy the object.

The popularity of the sub-basement floors of apartment buildings and non-residential buildings is growing every year. Therefore, in 2020, 121 premises were sold, in 2021 it was 249 objects, and in 2022 – 344 lots.

The largest number of properties were sold in the Central Administrative District. In 2022, 75 properties with an area of 15.7 sq. m to 425.1 sq. m were auctioned there. Here, in the Basmanny district in Demidovsky Pereulok, is the most popular object of 74.8 sq. m for which 28 bidders competed.

There is also demand for premises in the south-west of the capital, where 50 properties of 13.8 sq m to 326.9 sq m were sold. The third most popular district was the Eastern Administrative District where 44 properties with an area of 8 to 547.7 sq. m were auctioned.

THE CITY HAS PUT UP FOR SALE 26 COMMERCIAL PREMISES IN THE CENTRAL ADMINISTRATIVE DISTRICT

26 free premises with an area from 17.8 to 631.1 sq m have been put up for sale in the centre of the capital. The auction will be held electronically in January. Applications will be accepted from 10 to 18 January.

17 premises will be sold at open auctions on price increase, 8 more will be realized by means of public offer on lowering of initial value. New owners will be able to use the facilities for cafes, offices, shops, beauty salons, ateliers, repair shops, educational and exhibition space. Most lots are offered in Khamovniki. There you can choose from 9 premises with an area from 58.1 to 291.9 sq. m.
