Grant for the payment of interest on loans

Description

The Grant is provided from the budget of Moscow to the participants of the innovation cluster on the territory of Moscow – small and medium-sized businesses in order to support activities in the field of manufacturing and high–tech sectors of the economy, approved by the Decree of the Government of Moscow dated 03/15/2022 (after referred to as the Procedure).

Recipients

Requirements for the applicant

  1. Moscow taxpayer.
  2. MIC participant - SME subject.
  3. Has been registered as a legal entity or individual entrepreneur for at least 3 months.
  4. Has the main OKVED from the list: research and development (class OKVED 72); technical testing, research, analysis and certification (subclass OKVED 71.2); in the field of information and communication (OKVED classes 58 - 63); manufacturing industry (OKVED classes 10-33, except for the production of tobacco products, OKVED class 12).
  5. Does not receive funding for the same purposes from the budget or from funds to support scientific, scientific and technical, innovation activities.
  6. Is not in the stage of liquidation, bankruptcy, reorganization (except for merger), suspension of activities.
  7. Does not apply to foreign legal entities or persons with a share of participation of foreign organizations registered in offshore states exceeding 50%.
  8. The cluster participant does not have an application submitted under the current Procedure, the amount of the grant for which is determined based on the amount of costs in the same area specified in clause 2.9 of this Procedure, and which is under consideration.
  9. The cluster participant does not have an application submitted under this Procedure, the amount of the grant for which is determined based on the amount of the costs indicated in the application for the purchase of the same equipment, the cost of paying interest on the same loan agreement for the same period , the cost of paying lease payments under the same financial lease (leasing) agreement for equipment for the same period and which is under consideration or for which a decision has been made to provide a grant.

Conditions for receiving

  • grants are provided to support activities in the event that no earlier than January 1, 2022, the cost of paying interest on loans for the development of activities and (or) the purchase of equipment;
  • grants are provided to participants of the Moscow innovation cluster - SMEs;
  • purchased equipment should be classified into 3-10 depreciation groups, except for transport (i.e. with a useful life of 3 years or more).

The procedure for providing

The amount of the grant depends on the costs incurred. When buying equipment at own expense:

  • 50% of the cost of Russian equipment;
  • 35% of the cost of foreign equipment.

In the case of settlements for the purchase of equipment in foreign currency, the Grant amount is determined in rubles at the exchange rate of the Central Bank of the Russian Federation on the day of payment.

  1. A document confirming the right to act on behalf of the applicant (in case of filing an application by an authorized person).
  2. Certificate-confirmation of the main type of economic activity for 2021 with a mark of the Social Insurance Fund on receipt of the document (for legal entities that carried out their activities in 2021).

Grant for the purchase of equipment

Description

The Grant is provided from the budget of Moscow to the participants of the innovation cluster on the territory of Moscow – small and medium-sized businesses in order to support activities in the field of manufacturing and high–tech sectors of the economy, approved by the Decree of the Government of Moscow dated 03/15/2022 (after referred to as the Procedure).

Grant for payment of leasing payments under equipment leasing agreements

Description

Conditions

  • grants are provided to support activities in the event that no earlier than January 1, 2022, the costs of paying lease payments under equipment leasing agreements are realized;
  • grants are provided to participants of the Moscow innovation cluster – SMEs;
  • the purchased equipment should belong to 3 – 10 depreciation groups, except for transport (i.e. with a useful life of 3 years or more);
  • a mandatory condition is the transfer of the equipment to ownership upon completion of the lease agreement;
  • leasing agreements are not accepted if the seller of the leased item simultaneously acts as a lessee within the same leasing legal relationship (return lease).

The procedure

The amount of the Grant depends on the costs incurred. When paying lease payments under equipment leasing agreements:

  • 50% of the costs of paying lease payments when leasing Russian equipment;
  • 35% for the payment of lease payments when leasing foreign equipment.

In the case of settlements under a financial lease agreement (leasing) of equipment in foreign currency, the grant amount is determined in rubles at the exchange rate of the Central Bank of the Russian Federation on the day of the lease payment.

Patenting of inventions in the Russian Federation

Recipients

Requirements for the applicant

  1. A MIC participant is an SME entity.
  2. Registration as a legal entity on the territory of the city of Moscow.
  3. The absence of a filed application in respect of the same invention, which is under consideration or for which a decision has been made to provide financial support.
  4. The presence of a patent received not earlier than 12 full calendar months before the date of filing an application for an invention in respect of which an application has been filed.
  5. The cluster member is the sole patent holder or one of the patent holders and has received consent from other patent holders to file an application.
  6. The absence of disputes in courts related to the protection of violated or contested intellectual rights to the inventions specified in the application.
  7. Non-receipt of funds from the budgets of the budgetary system of the Russian Federation in accordance with other regulatory legal acts for the same purposes.
  8. The absence of violations of obligations stipulated by agreements on the provision of financial support from the budget of the city of Moscow, which resulted in litigation, during the last three years preceding the day of filing the application (except in cases where a court decision is made in favor of a cluster member).
  9. The cluster member is not in the process of reorganization (with the exception of reorganization in the form of a merger with the cluster member of another legal entity, provided that it remains classified as a small or medium-sized business), liquidation, bankruptcy, suspension of activities in the manner prescribed by the legislation of the Russian Federation.
  10. Company participation rate of foreign legal entities registered in the states or territories included in the Lists of the Ministry of Finance of the Russian Federation as "offshore zones" should not exceed 50%.

Grant’s amount

75 thousand rubles for each patent for the invention of the Russian Federation

  • you can apply for one or more patents;
  • multiple applications for different patents are allowed;
  • if a cluster member submits more than one application for the same patent, the application filed at an earlier time is considered.

Patent Voucher for Inventions Abroad

Description

The Grant has the form of an innovative voucher, which provides for payment of 70% of the cost of services for patenting inventions abroad by the Fund's partner organizations. Partner organizations are legal entities that have the necessary competencies and experience in patenting inventions abroad, have been selected, confirmed the existence of cooperation with foreign patent attorneys and are included in the Register of Partner Organizations of the Moscow Innovation Cluster Foundation.

Recipients

Requirements for the applicant

Submission for personal documents (innovative vouchers) available only for the Members of the Moscow Innovation Cluster - SMEs, universities or scientific organizations that:

  • do not apply to foreign legal entities or persons with a share of participation of foreign organizations registered in offshore states, exceeds 50%;
  • are the holder of the right to obtain a patent for an invention or the patent owner of an invention;
  • do not participate in disputes related to the protection of violated or disputed intellectual rights to an invention in courts.

Grant amount

Up to 2 million ₽ for one invention

Acceptance of applications until 01.06.2023

Conditions

  • a Cluster member pays at least 30 percent of the cost of each service for patenting an invention abroad with its own and (or) borrowed funds;
  • a Cluster member has filed an application with Rospatent for a Russian patent for an invention:
    • no earlier than 9 full calendar months before the date of filing a support request and/or
    • not earlier than 24 full calendar months prior to the date of filing an application for support, in the presence of an international application filed with Rospatent (in accordance with the Patent Cooperation Treaty of June 19, 1970).

The list of services that can be paid for with an innovation voucher

  • services for the preparation, filing of an international application for a patent for an invention;
  • payment of fees associated with the filing and examination of an international application;
  • services for the preparation, filing of a national and (or) regional application for a patent for an invention;
  • payment of fees associated with the filing and consideration of national and (or) regional applications for a patent and the issuance of patents by authorized bodies of foreign states or intergovernmental organizations.

  1. The consent of the applicant to co-finance the cost of patenting the invention abroad in the amount of at least 30 percent of the cost of services.
  2. A copy of the application for the grant of a patent of the Russian Federation with a note of receipt with a copy of the Notice of a positive result of the formal examination or a copy of the patent of the Russian Federation (if any), or a copy of the international application, with a copy of the Notice of the number of the international application and the date of its international filing ( in the presence of).

Grant for pilot testing of innovative solutions

Description

According to the Decree of the Moscow Government No. 410-PP dated March 22, 2022 the grant (hereinafter referred to as the Grant) is provided from the budget of the city of Moscow to participants in the innovation cluster in the city of Moscow to ensure pilot testing of innovative solutions in the city of Moscow in accordance with the Decree of the Government of Moscow dated May 27 .2020 No. 631-PP (hereinafter referred to as the Procedure).

Recipients

Requirements for the applicant

  1. Member of the Moscow Innovation Cluster.
  2. There are no applications for the Grant that are under consideration or for which a positive decision on granting the Grant has been made.
  3. There is no fact of receiving funding for the same purposes from the budget of any level.
  4. The Applicant does not belong to foreign organizations, as well as to Russian organizations with a share of participation of foreign organizations registered in offshore states of more than 50%.
  5. There are no violations of obligations under agreements on the provision of support measures for the previous 3 years.
  6. A cluster member has the status of a pilot test participant.

Grant amount

Up to 2 million ₽

Dates of the event

Conditions

  • conducting a pilot test in the state institution of the city of Moscow;
  • submission, registration, consideration of the application, sending contracts and notifications through i.moscow.

Grant for the creation of import-substituting production in the territory of Moscow

Description

The Grant is provided to the participants of the Moscow Innovation Cluster for the purpose of financial support aimed at the implementation of projects for the creation or expansion of import-substituting industries, according to Annex 6 to the Decree of the Government of Moscow dated December 27, 2019 No. 1863-PP (after referred to as the Procedure).

Recipients

Projects of innovation cluster participants implemented on the territory of the city of Moscow that meet the following requirements are allowed to be selected for financial support:


  1. The duration of registration of a cluster participant as a legal entity or individual entrepreneur is at least 12 calendar months before the date of filing an application for financial support.
  2. Cluster participant is not a foreign legal entity.
  3. Cluster participant is not a Russian legal entity, in the authorized (pooled) capital of which: foreign legal entities whose place of registration is a state or territory included in the List of foreign states and Territories that commit unfriendly actions against the Russian Federation, Russian legal entities and individuals participate; the share of participation of foreign legal entities exceed 25 percent.
  4. Failure to receive funds from the budgets of the budgetary system of the Russian Federation, funds provided by other funds to support scientific, scientific-technical, innovative activities, to finance the project in the areas specified in paragraph 2.1 of this Procedure by the cluster participant on the first day of the month preceding the month in which it is planned to conclude a financial support agreement.
  5. On the first day of the month of application submission, the cluster participant has its own financial and (or) attracted resources in the amount of at least 25 percent of the investment volume specified in the application.
  6. The share of participation in the authorized capital of a participant of foreign legal entities whose place of registration is not a member state of the Eurasian Economic Union does not exceed 25%.
  7. There is no share of participation in the authorized capital of a participant of foreign legal entities whose place of registration is the territories of countries unfriendly to Russia.

Grant amount

Up to 100 million rubles (in the amount of 50% of the costs (including value added tax) for each of the directions, except for the direction of compensation for employees' wages - 25%)

Conditions

Financial support of cluster participants is provided in the form of compensation (financial support) for the costs of implementing projects in the following areas:

  • acquisition of an object (part of an object) of capital construction in the city of Moscow used for the implementation of the project;
  • purchase of equipment (with the exception of vehicles) having a useful life of more than three years, used for the implementation of the project;
  • acquisition and (or) technical support of the software, the right to use the software used for the implementation of the project;
  • acquisition of exclusive rights to the following results of intellectual activity (the rights to use them) used for the implementation of the project: programs for electronic computers, databases, inventions, utility models, industrial designs, selection achievements, integrated topologies;
  • remuneration of employees of the cluster member;
  • connection (technological connection) of capital construction facilities used in the project to engineering and technical support systems (electricity, gas, water supply, heat supply, sanitation (including sewerage) in accordance with the tariffs approved by the legislation of the Russian Federation for connection (technological connection) and (or) implementation in relation to new capital construction projects, measures provided by the technical conditions for connection (technological connection), including the cost of project documentation developed according to the technical conditions as part of the implementation of technological connection measures, under contracts concluded with resource-supplying organizations;
  • carrying out measures to connect additional technological capacities, including the cost of project documentation developed according to technical conditions as part of the implementation of measures to connect additional technological capacities, in relation to existing capital construction projects under contracts concluded with resource-supplying organizations.

The procedure

Financial support for cluster members is provided in one or more directions. At the same time, financial support for cluster members is provided in terms of project implementation costs incurred by a cluster member no earlier than January 1 of the application year, but no more than 3 financial years. The grant is provided in the amount of 50% of the amount of costs (including value added tax) for each of the directions, with the exception of the direction of compensation for the remuneration of employees (25 percent). The transfer of the grant is carried out in accordance with the procedure and terms established by the contract, in two stages:

  • advance transfer of the grant in the amount of 25% of the grant;
  • transfer of the remaining grant amounts – based on the results of the annual audit by the expert council of the fulfillment by the cluster participant implementing the project of the terms of the contract, including the conditions for providing financial support provided in paragraph 1.3 of this Procedure, and the achievement of project performance indicators.

Spending directions

The funds can be used to compensate for the costs of creating a new or expanding an existing production within 3 years, including the year of filing the application.

The list of required documents

  1. Copies of the constituent documents in the version valid on the day of filing the application.
  2. Copies of documents confirming the appointment to the position of the head of the legal entity.
  3. A copy of the document confirming the appointment to the position of chief accountant of the organization.
  4. A power of attorney confirming the authority of the person to perform actions on behalf of the legal entity /individual entrepreneur.
  5. A copy certificates confirming the main type of economic activity for the last reporting period (with confirmation (mark) of the FSS of the Russian Federation on receipt of the document).
  6. A copy of the certificate 4-FSS "Calculation of accrued and paid insurance premiums for compulsory social insurance against industrial accidents and occupational diseases, as well as expenses for the payment of insurance coverage" (indicator "Average number of employees") with the mark of the Social Insurance Fund of the Russian Federation for the quarter preceding the quarter in which the application is submitted.
  7. A letter of guarantee on the non-receipt by a cluster participant on the first day of the month preceding the month in which it is planned to conclude a financial support agreement, funds from the budgets of the budgetary system of the Russian Federation, funds provided by other funds to support scientific, scientific, technical, innovative activities, to finance the project in the declared areas.
  8. Documents confirming availability on the first day of the month of application submission, the cluster participant has its own financial and (or) attracted resources in the amount of at least 25 percent of the investment volume specified in the application.
  9. Copies of documents confirming the level of technological readiness of the product (project results) not lower than the sixth.
  10. Business plan of the project.
  11. Copies of documents confirming the experience of a cluster member in implementing projects aimed at launching a new or expanding existing production.

Preferential loan for investment purposes

Description

Preferential loan for investment purposes is a joint program of the SME Corporation and the Government of Moscow.

Recipients

Requirements for the applicant

  1. The organization has been operating for at least a year at the time of filing the application.
  2. The organization is a member of the innovation cluster on the territory of Moscow.
  3. The main OKVED: science, IT, industry.
  4. The company is a taxpayer of Moscow.
  5. The site is on the territory of Moscow (land plot, capital construction object owned / leased on the territory of the capital).

Grant amount

Up to 300 million ₽

Dates of the event

The application acceptance period is not limited

Conditions

  1. Financial requirements:
    • a loan for investment purposes. The share of working capital expenses at the start of the project is not more than 30% (purchase of raw materials);
    • the share of own funds in the project is not less than 25%;
    • the value of net assets, net profit >0.
  2. The borrower's product must fall into at least one of the following categories:
    • consumer goods — goods intended for sale to the public for personal, family, home or other use unrelated to entrepreneurial activity. It should belong to the category of "Food products" and "Non-food consumer goods", except tobacco products and alcoholic beverages. (Letter of the Ministry of Economy of the Russian Federation N MU-636/14-151, Goskomstat of the Russian Federation N 10-0-1/246 dated 27.07.1993);
    • import-substituting goods:
      • goods and technology are included in 23 sectoral import substitution plans of the Ministry of Industry and Trade of the Russian Federation for civil sectors of industry;
      • the technology is included in the list of types of modern technologies for the purpose of concluding special investment contracts, Decree of the Government of the Russian Federation No. 3143-r dated November 28, 2020 (excluding weapons and ammunition). The selection will be carried out according to the products corresponding to the technologies in the list;
      • the import of this product in the Russian Federation is more than 10% of the volume of its shipment in the country (calculation method);
      • for software developers, the condition for inclusion in the program is accreditation with the Ministry of Finance of Russia.

The procedure for providing

  • the loan is issued by the SME Bank, the Moscow Government subsidizes the loan rate;
  • loan rate for borrowers: 7% for small businesses, 5.5% for medium-sized enterprises;
  • loan term: up to 7 years, the term of subsidizing the rate is 3 years;
  • amount – up to 300 million rubles (the maximum subsidized loan amount per borrower).
