REIMBURSEMENT OF INTEREST ON LOANS

RECIPIENTS

The SMEs operating as residents of a technopark, including one created as part of Moscow investment priority projects, an industrial park or a technology & innovation special economic zone in Moscow.

SUBSIDY AMOUNT

Not more than RUR 10 m per three financial years. The subsidy is provided to reimburse the expenses to pay interest on a loan for the purchase of

  • foreign equipment and the operation maintenance and development, within the key rate of the Central Bank of Russia (7.75%);
  • domestic equipment, within the key rate of the Central Bank of Russia +5 percentage points (12.75%);

SUBSIDY GRANTING CONDITIONS

  • The SME shall comply with the requirements of  of Federal Law No. 209-FZ dated July 24, 2007.
  • The SME (including individual entrepreneurs) shall be registered as a taxpayer in Moscow, and shall be also registered as a legal entity or an individual entrepreneur for at least 6 months before the application date.
  • The SME shall have no arrears in taxes, fees and other mandatory payments to the budgets of Russia's budgetary system, as of the subsidy application date.
  • The SME shall have no valid Moscow budget financing contracts for the purposes similar to those, for which a subsidy is granted, as of the first day of the month preceding the subsidy application month.
  • The entity (including individual entrepreneurs) shall not have a history of violating the contractual obligations secured by the Moscow budget over the last three years as of the subsidy application date.
  • As of the application date, the entity shall have a loan agreement concluded with a credit organization.

REIMBURSEMENT OF EXPENSES FOR EQUIPMENT PURCHASE

RECIPIENTS

The SMEs operating as residents of a technopark, including one created as part of Moscow investment priority projects, an industrial park or a technology & innovation special economic zone in Moscow.

SUBSIDY AMOUNT

25% of the equipment cost (excluding VAT), but not more than RUR 10 m.

  • The SME shall comply with the requirements of  Federal Law No. 209-FZ dated July 24, 2007.
  • The SME (including individual entrepreneurs) shall be registered as a taxpayer in Moscow, and shall be also registered as a legal entity or an individual entrepreneur for at least 6 months before the application date.
  • The SME shall have no arrears in taxes, fees and other mandatory payments to the budgets of Russia's budgetary system, as of the subsidy application date.
  • The SME shall have no valid Moscow budget financing contracts for the purposes similar to those, for which a subsidy is granted, as of the first day of the month preceding the subsidy application month.
  • The entity (including individual entrepreneurs) shall not have a history of violating the contractual obligations secured by the Moscow budget over the last three years as of the subsidy application date.
  • The SME shall be actually operating the equipment purchased not earlier that 12 calendar month prior to the subsidy application date, with a depreciation group classified from 4 to 10 (excluding transport vehicles) in accordance with Resolution of the Russian Government No. 1 "On classification of fixed assets included in depreciation groups" dated January 1, 2002.

REIMBURSEMENT OF LEASING PAYMENTS

RECIPIENTS

The SMEs operating as residents of a technopark, including one created as part of Moscow investment priority projects, an industrial park or a technology & innovation special economic zone in Moscow.

SUBSIDY AMOUNT

Not more than 10 million rubles per three financial years.

The subsidy is provided to reimburse lease payments (excluding VAT) in the following amounts:

  • 35% for equipment produced in the Russian Federation;
  • 25% for equipment produced outside the Russian Federation.

SUBSIDY AMOUNT

  • The SME shall comply with the requirements of Federal Law No. 209-FZ dated July 24, 2007.
  • The SME (including individual entrepreneurs) shall be registered as a taxpayer in Moscow, and shall be also registered as a legal entity or an individual entrepreneur for at least 6 months before the application date.
  • The SME shall have no arrears in taxes, fees and other mandatory payments to the budgets of Russia's budgetary system, as of the subsidy application date.
  • The SME shall have no valid Moscow budget financing contracts for the purposes similar to those, for which a subsidy is granted, as of the first day of the month preceding the subsidy application month.
  • The entity (including individual entrepreneurs) shall not have a history of violating the contractual obligations secured by the Moscow budget over the last three years as of the subsidy application date.
  • As of the subsidy application date, the SME shall have a financial leasing agreement requiring that, upon completion thereof, the ownership of equipment is transferred to this SME and concluded with a leasing company that has been carrying out financial leasing activities for at least three years by the application date.
  • The SME shall be actually operating the equipment purchased under a financial leasing agreement, with a depreciation group classified from 4 to 10 (excluding transport vehicles) in accordance with the Resolution of the Russian Government # 1 "On classification of fixed assets included in depreciation groups" dated January 1, 2002.

REIMBURSEMENT OF EXPENSES FOR PARTICIPATION IN CONGRESS AND EXHIBITION EVENTS

RECIPIENTS

The SMEs, the core business area of which is not related to trading, agency and intermediary activities.

SUBSIDY AMOUNT

50% of the total documented SME expenses related to the participation in the relevant congress and exhibition events, but not more than RUR 350,000 for congress and exhibition events held in the Russian Federation, and RUR 700,000 for congress and exhibition events held abroad, per one SME within the current calendar year.

The following expenses shall be reimbursed:

  • a registration fee;
  • stand installation and equipment (including installation and dismantling, engineering services);
  • exhibition space rental.

The following expenses shall be reimbursed:

  • The SME shall participate in congress and exhibition events included in the congress and exhibition list approved by the Moscow Department of Entrepreneurship and Innovative Development or meeting the criteria established by the Department.
  • The SME shall be registered as a taxpayer in Moscow.
  • The SME shall be registered as a legal entity or an individual entrepreneur no earlier than 6 months before the subsidy application date.
  • The SME shall comply with the requirements established by Federal Law No. 209-FZ dated July 24, 2007 “On development of small and medium-sized business in the Russian Federation”.
  • The SME shall not be a participant of the relevant congress and exhibition events that took place earlier than October 1 of the year preceding the subsidy application year.
  • The SME shall have no valid Moscow budget financing contracts for the purposes similar to those, for which a subsidy is granted, as of the first day of the month preceding the subsidy application month.
  • The SME shall have no arrears in taxes, fees and other mandatory payments to the budgets of Russia's budgetary system, as of the subsidy application date.
  • The SME shall not be undergoing a liquidation or insolvency procedure, and its activity shall not be suspended in the manner prescribed by the Administrative Offences Code of the Russian Federation, as of the subsidy application date.
  • There shall be no violations of any obligations stipulated in the Moscow budget subsidy agreements by the SME during the three years preceding the subsidy application date (if an SME has entered into these agreements).
  • The SME shall not be a foreign legal entity, or a Russian legal entity, the authorized (share) capital of which contains an equity share (in aggregate, exceeding 50 percent) that is owned by a foreign legal entity registered in a state or a territory included in the list of states and territories that provide a preferential tax regime and (or) do not allow the legal entity information disclosure and provision upon financial transactions (offshore zones).
  • The SME's core business area shall not be related to trading, agency and intermediary activities.

SUBSIDIES FOR FRANCHISING

SUMMARY

Companies and individual entrepreneurs representing small and medium-sized business can receive subsidies for the reimbursement of expenses to purchase the equipment:

  • of depreciation groups 4 to 10 (except for vehicles);
  • purchased under the specifications of a franchisor, i.e. a franchise holder.

SUBSIDY AMOUNT

Up to RUR 1 000 000 :

  • up to 25% of expenses to purchase equipment at own expense, but not more than 1 million rubles;
  • up to RUR 1 m to purchase equipment at the expense of credit funds;
  • In case of leasing payments, up to 35% of the Russian-made equipment cost (excluding VAT), up to 25% of the foreign equipment cost (excluding VAT) shall be reimbursed.

SUBSIDY GRANTING CONDITIONS:

  • The applicant shall have been operating under a franchise agreement for no more than a year as of the subsidy application date;
  • The applicant shall be registered as a taxpayer in Moscow.
  • The company or individual entrepreneur shall be registered at least six months before the application date;
  • The applicant shall comply with the requirements of Federal Law # 209-FZ dated July 24, 2007 “On development of small and medium-sized business in Russian Federation”;
  • You shall not be receiving similar subsidies from the Moscow budget;
  • You shall not have overdue arrears in taxes and fees to the budget of the Russian Federation;
  • You shall not be undergoing a liquidation / bankruptcy procedure; your activity shall not be suspended due to an administrative offense;
  • There shall be no violations of any obligations stipulated in the Moscow budget subsidy agreements for the last three years;
  • Only Russian companies may apply; their capital may include a share (up to 50%) of foreign legal entities registered in a state or a territory included in the list of states and territories that provide a preferential tax regime or do not allow the information disclosure.

TO GET THIS KIND OF SUBSIDY

  1. The application and the documents shall be submitted to the Department in person or through an authorized representative
  2. Within 10 working days after the application is received, the applicant shall be checked for compliance;
  3. Within 12 working days, the Department shall send the application accepted for review and the submitted documents to an authorized organization, which shall verify them and make a conclusion within 10 working days. In addition, at this stage, an on-site inspection of the applicant’s company is carried out;
  4. To review the applications and determine the subsidy amounts, the Department shall create an industry-specific committee;
  5. Expect a notification from the Department with the decision regarding the application. If the application is approved, you will be offered an agreement, which needs to be signed and sent to the Department within 5 business days. If you do not sign it, you will be denied support;
  6. The compensation shall be transferred to the beneficiary's account. At the same time, the Department shall monitor the compliance, goals and procedures of subsidy provision.
