REIMBURSEMENT OF EXPENSES FOR OF TECHNOPARK AND (OR) INDUSTRIAL PARK CREATION/DEVELOPMENT
RECIPIENTS
The entities engaged in managing a technopark and (or) an industrial park; the entities implementing Moscow investment priority projects to create a technopark and (or) an industrial park.
SUBSIDY AMOUNT
No more than RUR 300 000 000 a year.
THE EXPENSES TO PAY INTEREST ON LOANS SHALL BE REIMBURSED AS FOLLOWS
in the amount of the key rate established by the Central Bank of the Russian Federation as of the application date, but not exceeding the interest rate under the loan agreement;
the amount of the subsidy to partly reimburse the expenses to pay interest on loans granted in foreign currency shall be determined in rubles based on the foreign currency to ruble exchange rate established by the Central Bank of the Russian Federation as of the date, when the expenses were incurred.
SUBSIDIZATION CONDITIONS
The status of a technopark and (or) industrial park management company, and (or) the status of a Moscow investment priority project to create a technopark and (or) an industrial park granted in the manner established by the Moscow Government.
The entity shall be registered as a taxpayer in the city of Moscow and carry out activities in the city of Moscow.
The entity shall have a loan agreement with a credit organization.
No unpaid taxes, fees, insurance premiums, penalties, fines, interest payable in accordance with the legislation of the Russian Federation on taxes and fees, in an amount exceeding RUR 100,000.
As of the application date, the entity shall not be undergoing a liquidation or insolvency procedure.
The entity shall not have a history of violating the contractual obligations secured by the Moscow budget, over the last three years as of the subsidy application date.
The entity shall not have a contract for a similar subsidy concluded (and) valid in the current year (to partly reimburse the expenses to pay interest on the same loan for the same period).
The entity shall be a Russian legal entity, the authorized (share) capital of which shall not contain an equity share exceeding, in aggregate, 50 percent that is owned by a foreign legal entity registered in a state or a territory included in the list of states and territories that provide a preferential tax regime and (or) do not allow the legal entity information disclosure and provision upon financial transactions (offshore zones).
SUBSIDY GRANTING PROCEDURE
Fill in the application form.
Prepare the necessary documents in accordance with Annex 1 to Resolution of the Moscow Government # 152-PP "On approval of the procedure for granting subsidies from the Moscow budget to entities that carry out industrial activities in the city of Moscow" dated April 20, 2012;
Submit the application and documents to the Moscow Department of Entrepreneurship and City Innovative Development within the established time frame.
Expect the decision of the Financial Commission at the Moscow Department of Entrepreneurship and City Innovative Development.
Conclude a subsidy agreement with the Moscow Department of Entrepreneurship and City Innovative Development.
