REIMBURSEMENT OF EXPENSES TO PAY INTEREST ON LOANS FOR EQUIPMENT PURCHASE

Summary

Partial subsidization of the expenses to pay interest on loans granted by credit organizations and loans granted by the Russian development institutions, as well as to pay payment fees under the agreements for a letter of credit to purchase the following equipment:

  • the production equipment that was not previously used, including equipment to apply marking and codes on the entity products, the equipment to create local treatment facilities at the production site located in the city of Moscow;
  • the used production equipment included in the list of process equipment approved by the Government of the Russian Federation, that has no analogues produced in the Russian Federation;
  • the unused power and other equipment designed to ensure the operation of the utility networks and systems required for the entity production activities.

SUBSIDY AMOUNT

No more than RUR 200 000 000a year.

SUBSIDY GRANTING CONDITIONS:

  • The entity shall be involved in the manufacturing activity.
  • The entity shall be registered as a taxpayer and carry out activities in the city of Moscow.
  • The entity shall be operating the equipment within the property complex in the city of Moscow, as of the application date.
  • An average annual salary per employee paid by the entity shall be at least RUR 300,000.
  • No unpaid taxes, fees, insurance premiums, penalties, fines, interest payable in accordance with the legislation of the Russian Federation on taxes and fees, in an amount exceeding RUR 100,000.

REIMBURSEMENT OF EXPENSES FOR LEASING PAYMENTS

SUMMARY

Partial reimbursement of the actually incurred and documented expenses to pay lease payments under a financial leasing agreement for one or several of the following equipment types:

  • the production equipment that was not previously used, including equipment to apply marking and codes on the entity products, the equipment to create local treatment facilities at the production site located in the city of Moscow;
  • the used equipment included in the list of process equipment approved by the Government of the Russian Federation, that has no analogues produced in the Russian Federation;
  • the unused power and other equipment designed to ensure the operation of the utility networks and systems required for the entity production activities.

SUBSIDY AMOUNT

No more than RUR 100 000 000 a year.

SUBSIDY GRANTING CONDITIONS

  • An average annual salary per employee paid by the entity shall be at least RUR 300,000, in the year preceding the application year.
  • The entity shall be operating the equipment within the property complex in the city of Moscow, as of the application date.
  • The entity shall have a financial leasing agreement concluded not earlier than 4 calendar years before the application year and requiring that, upon completion thereof, the ownership of equipment is transferred to this entity.
  • The entity shall be registered as a taxpayer and carry out activities in the city of Moscow.
  • The entity shall be involved in the manufacturing activity.
  • No unpaid taxes, fees, insurance premiums, penalties, fines, interest payable in accordance with the legislation of the Russian Federation on taxes and fees, in an amount exceeding RUR 100,000.

REIMBURSEMENT OF UTILITY CONNECTION EXPENSES

SUMMARY

Partial reimbursement of utility connection or capacity increase costs for the industrial capital structures assigned with the status of an industrial complex and (or) industrial park or used to implement a priority investment project in Moscow (with the exception of the capital construction facilities not commissioned as of the subsidy application date) and operated for industrial purposes.

AMOUNT OF SUPPORT

Not more than 50% of actually incurred and documented costs, but not more than RUR 100 m, in total, for the connected capital structures located within the same land plot.

SUBSIDIZATION GROUNDS

  1. The entity shall own real estate assigned with the status of an industrial complex, technopark or industrial park (with the exception of new capital structures and (or) capital structures under reconstruction that have not been commissioned by the subsidy application date), or have the status of a technopark or industrial park managing company granted in accordance with the above decree, or be implementing an investment priority project in Moscow.
  2. The entity shall be registered as a taxpayer in Moscow and be carrying out its activities in Moscow.
  3. The entity shall have carried out one or more of the following activities:
    • the commissioning of new capital structures and (or) capital structures under reconstruction, no earlier than January 1, 2017;
    • the actual costs of the utility connection of the capital structures commissioned not earlier than January 1, 2017, within two fiscal years prior to the year of the capital structures commissioning;
    • the actual costs of the utility connection of the capital structures that have not been commissioned by the subsidy application date, within two fiscal years prior to the subsidy application year;
    • the actual costs of additional utility connection for existing capital structures, within two fiscal years prior to the subsidy application year.

SUBSIDIZATION CONDITIONS

  • As of the subsidy transfer date, the subsidy recipient shall own real estate assigned with the status of an industrial complex, technopark or industrial park (with the exception of new capital structures and (or) capital structures under reconstruction that have not been commissioned by the subsidy application date), or have the status of a technopark or industrial park managing company granted in accordance with the above decree, or be implementing an investment priority project in Moscow.
  • In case of granting a subsidy to recover the utility connection costs related to a new and (or) reconstructed capital structure not commissioned as of the subsidy application date, a new and (or) reconstructed capital structure shall be commissioned in accordance with the calendar plan established by the capital structure construction (reconstruction) project, before the contract expiration date, with the property rights to be registered and a capital structure commissioning permit and an extract from the Unified State Real Estate Register regarding the relevant capital structures to be submitted to the Department.
  • No unpaid taxes, fees, insurance premiums, penalties, fines, interest payable in accordance with the legislation of the Russian Federation on taxes and fees, in an amount exceeding RUR 100,000.
  • The entity shall have no history of violating contractual obligations secured by the Moscow budget.
  • The entity shall have no history of receiving funds for similar purposes from the budgets of Russia's budgetary system.
  • The entity shall not be undergoing a liquidation, reorganization, bankruptcy, or suspension procedure.

REIMBURSEMENT OF EXPENSES FOR OF TECHNOPARK AND (OR) INDUSTRIAL PARK CREATION/DEVELOPMENT

RECIPIENTS

The entities engaged in managing a technopark and (or) an industrial park; the entities implementing Moscow investment priority projects to create a technopark and (or) an industrial park.

SUBSIDY AMOUNT

No more than RUR 300 000 000 a year.

THE EXPENSES TO PAY INTEREST ON LOANS SHALL BE REIMBURSED AS FOLLOWS

  • in the amount of the key rate established by the Central Bank of the Russian Federation as of the application date, but not exceeding the interest rate under the loan agreement;
  • the amount of the subsidy to partly reimburse the expenses to pay interest on loans granted in foreign currency shall be determined in rubles based on the foreign currency to ruble exchange rate established by the Central Bank of the Russian Federation as of the date, when the expenses were incurred.

SUBSIDIZATION CONDITIONS

  • The status of a technopark and (or) industrial park management company, and (or) the status of a Moscow investment priority project to create a technopark and (or) an industrial park granted in the manner established by the Moscow Government.
  • The entity shall be registered as a taxpayer in the city of Moscow and carry out activities in the city of Moscow.
  • The entity shall have a loan agreement with a credit organization.
  • No unpaid taxes, fees, insurance premiums, penalties, fines, interest payable in accordance with the legislation of the Russian Federation on taxes and fees, in an amount exceeding RUR 100,000.
  • As of the application date, the entity shall not be undergoing a liquidation or insolvency procedure.
  • The entity shall not have a history of violating the contractual obligations secured by the Moscow budget, over the last three years as of the subsidy application date.
  • The entity shall not have a contract for a similar subsidy concluded (and) valid in the current year (to partly reimburse the expenses to pay interest on the same loan for the same period).
  • The entity shall be a Russian legal entity, the authorized (share) capital of which shall not contain an equity share exceeding, in aggregate, 50 percent that is owned by a foreign legal entity registered in a state or a territory included in the list of states and territories that provide a preferential tax regime and (or) do not allow the legal entity information disclosure and provision upon financial transactions (offshore zones).

SUBSIDY GRANTING PROCEDURE

  • Fill in the application form.
  • Prepare the necessary documents in accordance with Annex 1 to Resolution of the Moscow Government # 152-PP "On approval of the procedure for granting subsidies from the Moscow budget to entities that carry out industrial activities in the city of Moscow" dated April 20, 2012;
  • Submit the application and documents to the Moscow Department of Entrepreneurship and City Innovative Development within the established time frame.
  • Expect the decision of the Financial Commission at the Moscow Department of Entrepreneurship and City Innovative Development.
  • Conclude a subsidy agreement with the Moscow Department of Entrepreneurship and City Innovative Development.

TO GET THIS KIND OF SUBSIDY

REIMBURSEMENT OF EXPENSES TO PURCHASE EQUIPMENT, PAY INTEREST ON LOANS FOR DEVELOPMENT, MAKE PURCHASES UNDER LEASE

SUMMARY

  • Partial subsidization of the expenses to pay interest on loans for equipment of depreciation groups 4 to 10 (excluding vehicles) purchased at least one year before the application;
  • Partial reimbursement of the actually incurred and documented expenses for the leasing payments related to the production equipment purchase;
  • Partial reimbursement of the expenses to pay interest on loans for business development in Moscow.

SUBSIDY AMOUNT

No more than RUR 10 000 000 a year:

  • Up to 25% of expenses (excluding value added tax) for equipment purchase / business development, but not more than RUR 10 m;
  • In case of leasing payments, up to 35% of the Russian-made equipment cost (excluding VAT), up to 25% of the foreign equipment cost (excluding VAT) shall be reimbursed.

SUBSIDY GRANTING CONDITIONS

  • The applicant shall have no Moscow budget financing contracts for the purposes similar to those, for which a subsidy is granted;
  • The applicant shall have no arrears in taxes and fees;
  • There shall be no violations of any obligations stipulated in the Moscow budget subsidy agreements for the last three years;
  • the share of foreign participants in the applicant’s company (if any) shall not exceed 50%;
  • Subsidies are not provided to reimburse the expenses or lost income arising from production or sales, as well as service provision as part of the Moscow city procurement.

TO GET THIS KIND OF SUBSIDY

  1. Submit an application to the Department attaching all the necessary documents. An application shall be submitted either:
    • personally by a company head or an entrepreneur or a trusted representative directly to the Department;
    • online at mos.ru.
  2. Within 10 working days after the application is received, the applicant shall be checked for compliance;
  3. Within 12 working days, the Department shall send the application accepted for review and the submitted documents to an authorized organization (as determined by the Department).Within 10 working days, the authorized organization shall carry out a legal and financial examination, verify the information provided, and then make a conclusion. In addition, at this stage, field events are held to confirm that you are conducting business activities;
  4. To review the applications and determine the subsidy amounts, the Department shall create an industry-specific committee;
  5. 5. The results of the application review shall be posted on the Department website;
  6. If your application is approved, then, within 15 business days from the decision date, you will receive a contract that needs to be signed and sent to the Department within 5 business days. If you do not sign it, you will be denied support;
  7. The subsidy shall be transferred to the beneficiary's account.
