SUBSIDIES TO SUPPORT TAXI AND CAR SHARING SERVICES

SUMMARY

Reimbursement of the Moscow companies and individual entrepreneurs’ expenses for leasing payments and / or interest on loans aimed at car purchase to

  1. provide taxi services in Moscow.
    Carriers shall:
    • have a passenger and baggage carrier permit in Moscow;
    • have concluded a leasing agreement and (or) a loan agreement;
    • provide the state information system "Unified Regional Navigation and Information System of Moscow" with the taxi location data indicating the "vacant / taken" status, as well as the permit number and taxi registration plate.
  2. Provision of cars for short-term rental (up to 24 hours) based on per-minute tariffs for citizens’ personal use (not business).
    Car sharing operators shall:
    • offer cars for rent 24/7;
    • have a valid loan agreement;
    • provide a contact center for 24/7 consumer communication;
    • provide special software for customers to post car sharing requests;
    • have liability insurance for life, health or property harm related to car sharing;
    • have cars painted in the colors identifying that they are being used for car sharing;
    • provide cars with GLONASS / GPS equipment certified in the Russian Federation. The battery level and fuel amount shall be monitored, it shall be possible to remotely lock and open the doors, give sound and light signals, start and stop the engine, safely block the car engine;
    • a preferential parking permit shall be available.

SUBSIDY AMOUNT

The cost of one car shall not exceed RUR 1.5 m including VAT.
Car criteria:

  • emission class shall be at least 3 for carriers and at least 4 for car sharing operators;
  • maximum dimensions for car sharing: length - up to 470 cm, width - up to 185 cm, inclusive;
  • the car age at the time of the lease agreement or loan agreement conclusion shall not exceed 5 years for carriers, and 3 years for car-sharing operators;
  • cars shall be assembled in Russia;
  • The subsidy amount is determined individually and depends on the car class and the costs incurred to purchase the car.

SUBSIDY GRANTING CONDITIONS

  • You shall have no arrears in the leasing agreement, principal debt and loan interest payments; no arrears in taxes, fees and other obligatory payments to the Russian budget; no overdue fines;
  • You shall not be receiving a similar subsidy from the Moscow budget;
  • The share of foreign capital in your company shall not exceed 50%;
  • You shall not be undergoing a liquidation / bankruptcy procedure; your activity shall not be suspended due to an administrative offense.

At the Moscow Department of Transport and Road Infrastructure Development

TO GET THIS KIND OF SUBSIDY

  1. TO GET THIS KIND OF SUBSIDY
    • copies of the company constituent documents;
    • documents regarding the appointment of the company head and chief accountant (another person responsible for accounting);
    • a certificate confirming the availability and status of bank accounts (current account opening and turnover in the previous financial year);
    • a copy of a leasing agreement, certified by the lessor, or a copy of a loan agreement, certified by the bank (indicating the main leasing / loan conditions);
    • a copy of the annual accounting statements with attachments (or a legally replacing document) for the previous financial year and the last reporting period, with a tax note or an electronic notice of receipt;
    • a certified lease / loan repayment schedule; certificates to confirm the absence of debts;
    • a copy of vehicle registration certificate;
    • a subsidy calculation in accordance with the formulas given in Decree # 405 of the Moscow Government dated 08.31.2011;
    • a copy of a document confirming that the car is inspected every six months;
    • a report on the actual expenses for lease payments or interest on loans;
    • a letter of guarantee confirming that you are not receiving a similar subsidy from the Moscow budget as of the first day of the month preceding the contract conclusion month;
    • The application shall be submitted by the company head / individual entrepreneur or an authorized representative;
    • The application requirements are posted on the website of the Moscow Department of Transport and Road Infrastructure Development, at least seven days before the acceptance start. Applications are accepted for at least two weeks.
  1. The Department registers the application and verifies the applicant's compliance within 10 calendar days;
  2. The committee reviews the applications and determines the subsidy amount;
  3. 4. Have you been lucky to have a subsidy approved? You will need to sign the contract received and forward it to the Department within 5 working days.
    Note: you shall attach a certified copy of the bank account agreement or an additional agreement, which states that a subsidy may be withdrawn in case the granting conditions are violated, at the Department’s request;

SUBSIDIES FOR AGRICULTURAL PRODUCERS AND AGRO-INDUSTRIAL ENTERPRISES

SUMMARY

For the companies and individual entrepreneurs in the field of agriculture and animal husbandry that pay taxes to the Moscow budget and operate in Moscow, the following expenses are partially reimbursed:

  1. For milk sales

Subsidy granting conditions:

  • the applicant shall have a cow population producing at least 4,000 kg of milk per year;
  • the cow population shall not have decreased against the previous financial year as of the application date (except for the enterprises in the first year of operation).
  1. To maintain the cow and poultry breeding stock, as well as to purchase young breeding cattle from breeding herds

Subsidy granting conditions:

  • the applicant shall have been engaged in the livestock breeding development for at least a year before the application date;
  • the applicant shall have the breeding livestock of dairy bovine cattle (cows) and poultry;
  • the cow population shall be at least equal to that in the previous financial year (as of the application time).
  1. To pay interest in amount of 100 percent of the key rate set by the Central Bank of Russia
  • on loans received from Russian banks for a period of up to 2 years, and loans received from agricultural credit consumer cooperatives for a period of up to 2 years;
  • to pay interest on investment loans.
  1. For the production of bovine cattle meat or milk, the compensation can exceed the refinancing rate by 3%, but shall be no more than the actually declared and documented costs

Subsidy granting conditions:

  • the loan shall not be taken at a preferential rate;
  • the loan agreement terms and purposes shall be as indicated above.
  1. To purchase Russian-made mineral fertilizers to fertilize areas under crops

Subsidy granting conditions:

  • the applicant shall have the fertilized areas under crops according to the established list;
  • the area of agricultural land shall not have decreased.
  1. To pay 50% of the insurance premium accrued under an agricultural insurance contract

Subsidy granting conditions:

  • the applicant shall have a valid agricultural insurance contract with an insurance company licensed for agricultural insurance;
  • the applicant shall pay 50% of the insurance premium accrued under the contract.
  1. To purchase agricultural machinery, equipment and specialized vehicles, as well as to pay the initial lease payment under a contract for the agricultural machinery financial lease

Subsidy granting conditions:

  • the applicant shall have a valid purchase or leasing agreement concluded not earlier than January 1 of the year preceding the application year;
  • the applicant shall have the agricultural machinery purchased under a purchase agreement and produced no earlier than January 1 of the year preceding the application year;
  • the initial lease payment shall be paid no earlier than January 1 of the year preceding the application year.
  1. To create / modernize agro-industrial facilities, namely: potato storages and vegetable storages, greenhouse complexes, fish breeding infrastructure facilities

Subsidy granting conditions:

  • the construction / modernization shall be started no earlier than three years before the subsidy application;
  • the agro-industrial facility creation / modernization shall be carried out in Moscow;
  • an agro-industrial facility shall meet the criteria approved by the Russian Ministry of Agriculture for the investment projects aimed at such facilities construction / modernization.

SUBSIDY GRANTING CONDITIONS

  • The applicant shall not be undergoing a liquidation or insolvency procedure;
  • The applicant shall not apply for budget funds for the same purposes as those for which the subsidy is granted;
  • If the application is submitted by a Russian company with foreign capital, the foreign capital share shall not exceed 50%;
  • The applicant shall have no tax debts overdue by more than three months in the period of the last three calendar months preceding the application date;

At the Moscow Department of Trade and Services

TO GET THIS KIND OF SUBSIDY

  1. Applications are accepted within the time limits set by the Department, but at least for two weeks. The application form is posted on the Department website at least 5 working days in advance (the application and the documents package are given in the attachment to Moscow Government Decree # 3 dated January 17, 2013)
    You can apply:
  • in person or through an authorized representative at the Moscow Department of Trade and Services;
  • by mail at the One-Stop Service (Moscow, 1 Krasnogvardeisky lane, 21/1, IFC, OKO Tower
  • by a delivery man.
  1. As soon as the application is received, the Department shall register it and check the submitted documents for compliance;
  2. The applications are reviewed by a dedicated commission created at the Department of Trade and Services, and the final decision is made by the Department head.
    If the decision is positive, you will receive a notification with a draft subsidy agreement. Sign the agreement and send it to the Department within five days (otherwise, you will be denied a subsidy);
  3. The subsidies from the Moscow budget are transferred to the beneficiary's account;
  4. The Department and the regulatory bodies shall monitor the compliance of those obtaining the city subsidies. If violations are identified, you will receive a certificate confirming the violations identified indicating the time limits for the elimination thereof. In case violations are not eliminated, subsidies will have to be returned to the Moscow budget.
