The International Medical Cluster (IMC) is being created on the territory of Moscow in order to develop activities for the provision of medical care, improve its quality in promoting the development of drugs, medical technologies and medical devices, develop educational activities and conduct research in the health protection based on the best world practices, development of international cooperation in the healthcare field.
The IMC activities are regulated by the dedicated Federal Law № 160-FZ "On the International Medical Cluster" dated June 29, 2015, which determines a number of special conditions for the project participants regarding OECD standards use and foreign specialists engagement.
The Moscow Government has established the International Medical Cluster Foundation MMK Foundation). intended to manage the project, as well as to provide methodological, organization and information support for the International Medical Cluster activities. The IMC Foundation Supervisory Board is headed by Mayor of Moscow Sergei Sobyanin.
IMC will be located on the territory of the Skolkovo Innovation Center at the land plots reserved with a total area of 57.6 hectares. The total construction area will possibly exceed 400,000 sq. m.

2015-2022
In September 2018, the first facility was put into operation. It was the Hadassah Medical Skolkovo Consulting and Diagnostic center (Israel) with an area of 13,000 sq. m with 102 people employed, of which 26 specialists with diplomas from OECD countries, 80,000 patients will be able to undergo full diagnostics and receive medical care at the clinic annually. In 2021, it is planned to put into operation a therapeutic building with an area of 21,000 sq. m.
