The project involves the creation of a 10.3 km long toll express way from the "Moscow City" MIBC to the Molodogvardeiskaya transport junction in order to reduce the transport load on Kutuzovsky Prospekt and the relevant section of Mozhayskoye Highway. The project is implemented in the form of a concession agreement for a period of 40 years from the conclusion date. The concession fee to the Moscow budget amounted to RUR 70 m. The highway will consist of at least 4 lanes and have convenient exits to the Moscow Ring Road, Barklaya Street and the “Moscow City”. Estimated speed on the road will be at least 100 km/h. The design and construction are expected to take 2 and 3 years, respectively, after which the investor will operate the road for a fee for 35 years, charging a toll not exceeding the upper limit established by the city.
Private investment in the road construction is about RUR 40 bn.

In December 2014, a concession agreement was signed with OAO Novaya Kontsesionnaya Kompaniya (New Concession Company), which is part of the Leader Management Company.
In 2019, construction began.
