The Moscow Department of Investment and Industrial Policy and the Moscow Investment Agency present you the next digest of the main investment events in the Russian capital.

NEWS

INVESTORS HAS SUPPLIED TO THE CITY WITH MORE THAN 1 M MEDICAL PRODUCTS AND ABOUT 540.000 DRUG PACKAGES UNDER AN OFFSET CONTRACTS

“Within the framework of the offset contract, the investments in the creation of innovative enterprise for the production of medical products for ostomy patients in the territory of the Technopolis Moscow special economic zone amounted to RUB 1 bn. The city for 8 years will buy products from the enterprise, the total cost of which is estimated at RUB 8.6 bn. In January – August of this year, the investor has delivered more than 1 m medical products worth RUB 388 m,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

According to another offset contract concluded in Moscow, the investor has delivered about 540.000 drug packages to medical institutions of the capital. The volume of investments in the project amounted to RUB 5.4 bn.

“This is the first offset contract concluded in Moscow. It was signed in 2017, under its terms the enterprise will supply the city with about 30 types of drugs for the treatment of oncological and autoimmune diseases for almost 7 years. The first products under the contract the capital received last year. It was about 290.000 drugs packages. Also, In the first six months of this year more than 250,000 goods were delivered,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

CONCESSIONAIRE OF THE NORTHERN UNDERSTUDY OF KUTUZOVSKY PROSPECT PLACED BONDS WORTH RUB 55 BN

“The concessionaire investing in the construction of the Northern understudy of Kutuzovsky prospect placed bonds worth RUB 55 bn on the Moscow Exchange. Thus, the project will be fully funded to complete the construction. Currently, the road is 44% complete, construction is carried out along the entire length of the future route,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

The construction is being carried out under a concession agreement. It was concluded for 40 years and provides the construction of a toll highway from the Moscow-City international business center to the Moscow Ring Road.

The Northern understudy of Kutuzovsky prospect will unload Marshal Zhukov and Kutuzovsky Avenue, as well as Mozhayskoye and Zvenigorodskoye highways. It will improve the transport situation near the Business Center and in the areas of Dorogomilovo, Fili-Davydkovo, Mozhaysky, Kuntsevo and Filevsky Park.

THE INVESTOR WILL CREATE 1.600 WORK PLACES IN NEKRASOVKA WITHIN THE FRAMEWORK OF THE PROGRAM OF STIMULATION OF CREATION WORK PLACES

“Last year the Moscow Government signed an agreement on the creation of work places, within the framework of which the developer will erect in the South-East of the capital a shopping and entertainment complex as part of the Nekrasovka transport hub with an area of more than 49.000 m2. As a result, 1.600 jobs will be created there. In the near future, the capital construction of the complex will begin,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Thanks to the participation in the program, the investor received a fee exemption for changing the type of authorized use of the site for the construction of apartment buildings.

“The building will be put into operation in March 2024. Investment in the project will exceed RUB 3 bn. The complex will open a shopping gallery with shops, cinema, restaurants and cafes,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

THE CITY WILL ALLOCATE 190 HECTARES OF LAND TO DEVELOPERS FOR THE REALISATION OF LARGE-SCALE INVESTMENT PROJECTS

“Since the beginning of 2022, investors have been provided with land plots of 190 hectares without bidding for the construction of more than 1.5 m m2 of real estate as part of the implementation of 52 large-scale investment projects. Modern and high-tech enterprises, as well as social, transport and sports infrastructure facilities will appear in the city,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Therefore, out of 52 large-scale investment projects, 15 are social facilities. Their total area will be 180.000 m2. In addition, investors will build production facilities with a total area of about 800.000 m2, 2 culture and recreation objects with an area of 21.800 m2, 9 sports complexes with an area of 220.000 m2, 10 transport facilities and transfer hubs, based on metro stations with an area of over 190.000 m2 and 4 multifunctional complexes with an area of 141.300 m2

MORE THAN 700 NEW JOBS WERE CREATED IN TECHNOPOLIS MOSCOW IN 6 MONTHS

“From January to June of this year, residents of the Technopolis Moscow special economic zone (SEZ) opened more than 700 new vacancies at their enterprises. For the entire period of activity in the Technopolis Moscow SEZ they have provided the city with almost 9.000 jobs. At the same time, the total number of employees working in the territory of the special economic zone exceeded 12.000,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

To date, 90 high-tech companies are located on 5 sites of the SEZ. They develop electronics and radio equipment, medical and IT-equipment, new composite materials, energy-efficient solutions and their own software.

“Most of the jobs in the first half of this year were provided by companies in the microelectronics, optics, robotics and industrial automation industries. Now 31 residents of the special economic zone belong to this area. They have created 298 new jobs in six months,” added Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

NEW IT SOLUTIONS FOR INDUSTRIALISTS APPEARED IN MOSCOW TECHNOLOGY BANK

“Technology Bank offers the city's industrial enterprises to select and implement innovative technological solutions. In August, the registry was replenished with 35 new IT solutions, which is 3 times more than a month earlier. Among the implemented technologies there are computer vision video surveillance system, a diagnostic gateway for pre-trip medical examinations and smart planetary scanners for documents,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

Most of the technological solutions presented in the register relate to the field of automation of production management, information security, computer vision, robotic technologies. Now in the digital catalog there are 205 such solutions from 112 companies.

MACROECONOMICS

THE GROWTH OF INDUSTRIAL PRODUCTION IN MOSCOW EXCEEDED 6%

“Moscow enterprises increased their output by 6.1% from January to July 2022, and manufacturing enterprises produced their products by 7.7% more compared to the same period last year,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Currently, more than 20 systemic support measures are in place for Moscow enterprises. They are available to the most of the producers of the capital, which number today exceeds 3.000.

In Moscow, the production of bread and bakery products of short storage is increased. From January to July of this year, over the 175.000 tons of these goods were produced, which is 6.4% more than in the same period last year. In addition, production of prepared food increased be 23.3% – over 27.000 tons,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

SUPPORT MEASURES

MOSCOW SUPPORTS BUSINESS UNDER SANCTIONS

The conditions for issuing preferential loans for small and medium-sized businesses will remain until the end of 2023. For these purposes, the city will allocate a subsidy in the amount of RUB 1.21 bn. Thus, the rate on loans will not change for about 10.000 small and medium-sized enterprises.

The sum of approved applications from companies for preferential investment amounted to more than RUB 170 bn. 65 enterprises employing more than 60,000 people used the support. Manufacturers of food products, cosmetics, waste processing companies and other industries have applied for the help.

Since March 2022, entrepreneurs have been exempted from the obligation to make a security deposit when renewing a lease agreement for metropolitan real estate. 88 tenants have already taken advantage of this opportunity. The amount of canceled payments amounted to almost RUB 117 m.

Another investor will build a new industrial complex in Zelenograd with a total area of 80.000 m2 at a reduced rate of RUB 1 per year. The enterprises will produce a wide range of construction products. The company will invest RUB 2.25 bn in the project and create 660 work places.

The Moscow government will allocate additional funding for a program of opening new catering outlets. The amount of grants will increase from RUB 1 bn to more than RUB 1.3 bn. At the same time, the amount that business representatives will receive depends on the area of opened establishments and the features of their work. In total, under the program, Moscow plans to open over 600 public catering outlets.

140 COMPANIES WITH SPECIAL STATUS GET SUPPORT FROM THE CITY

“The city assigns special statuses to enterprises, which allow them to reduce the regional tax burden by 17–25%. Thus, the volume of investments of 140 metropolitan companies with special statuses exceeded RUB 153 bn over 5 years. Among such enterprises, 66 have the status of an industrial complex, 42 – of a technopark, 18 – of an anchor residents, 14 – of a investment priority projects,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

In total, companies with the statuses of an industrial complex, a technopark and an anchor resident have invested RUB 113.5 bn in the development of production, and enterprises with the status of an investment priority project have invested another RUB 39.7 bn.

This year, as part of the anti-crisis support, enterprises do not need to confirm compliance with special status – all of them will be extended automatically. This will allow companies to retain tax breaks,” added Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

THREE MOSCOW ENTERPRISES RECEIVED THE STATUS OF THE INDUSTRIAL COMPLEX FROM THE BEGINNING OF THE YEAR

“This year the status of an industrial complex was given to the Tverd, which produces ready-made meals and desserts, the Moskabelmet produces cable and wire products and the Elkat, plant for the production of copper rod and wire. About 900 people work at these enterprises. The total amount of tax benefits for companies is estimated at more than RUB 40 m,” said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

In total, since 2016, the city has assigned the status of an industrial complex to 66 enterprises. In total, they provide almost 77.000 work places.

“Last year, thanks to tax incentives, the total savings of all industrial complexes in the capital reached RUB 1.9 bn. Among the enterprises with the status, 24 produce food products, 7 produce medicines,” said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

18 BUSINESS PREMISES WERE PUT OUT TO TENDER IN THE CAPITAL

The total area of the premises is almost 4.000 m2. Most lots are located in Izmailovo – there are 4 objects ranging from 117.4 to 477.2 m2. Another 3 rooms ranging from 112.8 to 555.4 m2 exhibited in the areas of Sokolinaya Gora and Bogorodskoye. Two lots are presented in Golyanovo and Perovo, their areas vary from 20.1 to 492.1 m2. Among the proposals from the city are also premises in Skolniki, Novogireevo, East and North Izmailovo. There you can buy lots ranging from 52 to 103 m2.

Application campaigns for the purchase of non-residential premises will end on October 12.

SINCE THE BEGINNING OF 2022, THE BUSINESS HAS ACQUIRED MORE THAN 60 PREMISES FROM THE CITY IN THE CAD

Since the beginning of 2022, the city has sold 66 premises with an area of more than 9.000 m2 in the Central Administrative District (CAD). 39 lots were sold at auctions, 20 – through a public offer, another 7 – through a sale without announcing the price.

The area of the largest lot was 608.5 m2, and the smallest – 14.4 m2. Basmanniy district leads the number of deals in CAD, where 18 contracts have been signed with businesses. In the Presnensky district, 12 objects were implemented, 10 each in Tagansky and Khamovniki.
