The Moscow Department of Investment and Industrial Policy and the Moscow Investment Agency present you the next digest of the main investment events in the Russian capital.

NEWS

PUBLIC AND BUSINESS CENTERS WILL BE BUILT IN THE DISTRICTS OF PEROVO AND OCHAKOVO-MATVEEVSKOYE

As part of the incentive program for the creation of places of employment, the developer will construct two office buildings with a total area of 50,000 sq. m in the Western and Eastern districts of the capital, where more than 4,200 people will be able to work.

In 2024 and 2025, the buildings are planned to be put into operation. In addition, the city awarded the developer the status of an investment project to create places of employment. It will allow to get a benefit on payment for changing the type of permitted use of land for the construction of residential complexes in the districts of Ochakovo-Matveevskoye, Danilovsky, Timiryazevsky, as well as in Zelenograd.

One of the buildings will be built in the 2nd passage of Perov Field, its area will be 12,100 sq. m. Office space, retail and catering facilities will be located there. The second business center will be built on Ozernaya Street (37,900 sq. m).

INVESTORS WILL BUILD A TECHNOPARK AND AN OFFICE CENTER IN VAO AND ZELAO

According to the city program of stimulating the creation of places of employment, a specialized developer has started the construction of an office and shopping center in the east of the capital. More than 1,100 places of employment will appear in Moscow due to the implementation of this project. The construction of a multifunctional facility will solve the problem of the shortage of office space in the Metrogorodok area. The preparation of the territory for the construction of the future technopark in Alabushev has also begun – on one of the five sites of the SEZ Technopolis Moscow.

Investments in the creation of an office and shopping center in the east Moscow are planned in the amount of RUB 2.5 bn. The benefit for the developer will amount to almost RUB 850 m. The multifunctional center will appear on Tagilskaya Street near the Lilac Park residential complex under construction. The 26-storey building will have over 32,000 sq. m of office space and more than 6,000 sq. m of commercial premises – retail, cafes, restaurants and a supermarket.

"The second project is a new technopark in Zelenograd. Today, the territory is being prepared for its construction: the site is being cleaned and the former warehouses are being dismantled. The expected volume of private investment in the project, taking into account the investments of the residents of the special zone themselves, is more than RUB 11.5 bn. The technopark will provide over 2,500 people with new places of employment. About 500 workers will be involved in the construction of the facility," head of the Moscow Investment and Industrial Policy Department Alexander Prokhorov explained.

THE UNITED STATES HAS INVESTED MORE THAN USD 3 BN IN MOSCOW

The Moscow economy is attractive for businesses from different countries. One of the largest investors in the Russian capital today is the United States of America.

"Moscow today is one of the largest urban economies in the world. The city has a developed transport and social infrastructure, high-quality labor and other resources, which attracts businesses, including foreign ones. One of the major investors of the Russian capital, along with Germany, France, Finland and Italy, is the United States of America: on April 1, 2021, according to the Central Bank, accumulated foreign direct investment from this country amounted to USD 3.3 bn," Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov said.

The trade turnover between Moscow and the United States is also growing: in January–August 2021, it amounted to USD 12.2 bn, which is 47% more than in the same period last year. In particular, the volume of exports increased by 68% and amounted to USD 5.3 bn. Imports from the United States to Moscow in the first eight months of this year reached USD 6.9 bn, exceeding by 34% the same figure for the same period in 2020.

ALMOST 15 MILLION USERS VISITED THE INVESTMENT PORTAL OF MOSCOW

The investment portal remains one of the most popular resources for business, here you can quickly find details about ongoing investment projects, measures to support industry, auctions for the sale and lease of city property, tax regimes and benefits. During the work of the resource, it was visited almost 15 m times, of which about 2 m were in the first nine months of this year. Currently, more than 56,000 personal accounts are registered on the portal, and its digital services have been used more than 400,000 times.

Today, there are 30 online services available on the portal that simplify business activities in the capital, 14 of them have been created since the beginning of 2020.

A NEW DIRECTOR OF THE MOSCOW INVESTMENT AGENCY HAS BEEN APPOINTED

The Moscow Investment Agency (MIA) was headed by Artem Barashev. Previously, he held the position of First Deputy Director.

Artem Barashev has been working at MIA since 2013. Here he started his career as a Deputy Head of the project office. In 2018, he was appointed Deputy Director for PPP, then he became First Deputy Director in 2020.

"I am grateful for the trust placed in me. The development of industry and public-private partnership is a priority on Moscow's investment agenda. The professional team of the MIA will continue to work to make it easy and convenient to invest in Moscow and open a business here. In a constant dialogue with entrepreneurs, we will improve existing measures to support investors and introduce new ones, develop PPP mechanisms," Artem Barashev shared his plans.

MACROECONOMICS

MOSCOW SUPPLIES COSMETIC PRODUCTS TO 91 COUNTRIES

In the first half of 2021, the capital delivered cosmetic products abroad totaling almost USD 205 m — this is 27.9% more than in the first half of 2020, when the figure was USD 160.26 m, and 12% more than in the same period of 2019. At that time the capital's companies delivered their products in the amount of USD 183 m. Moscow's share in all-Russian exports is also growing. A year ago, it was 37%, now it has reached 46.5%.

91 countries purchase products from Moscow. In the six months of 2021, the capital's companies entered new foreign markets, including Morocco, Sri Lanka, Switzerland, Montenegro and Iceland. Belarus, Kazakhstan, Uzbekistan, Azerbaijan, Armenia, Kyrgyzstan, Poland and Hong Kong remain regular customers.

MOSCOW VEGETARIAN PRODUCTS’ EXPORT INCREASED BY MORE THAN ONE AND A HALF TIMES IN 2021

According to the results of the first seven months of 2021, the export of Moscow vegetarian products amounted to USD 136.36 m. The volume of deliveries exceeded the same periods of 2020 and 2019 by 66.7% and 73.5%, respectively. Chocolate products made without ingredients of animal origin have become the most popular.

"If we talk about specific vegetarian products, in addition to chocolate, ready–made products from whole grains (for example, muesli and cereals) are among the leaders in terms of volume. Their exports amounted to USD 10 m. Ready-to-eat products made of fruits and nuts are also popular, they were delivered in the amount of USD 4.68 m. The export of various juices amounted to USD 6.27 m," head of the Moscow Department of Investment and Industrial Policy Alexander Prokhorov explained.

SUPPORT MEASURES

THE CAPITAL'S COMPANIES HAVE RECEIVED OVER RUB 6 BLN IN NINE YEARS

There are about 3,000 industrial enterprises operating in Moscow now, which annually modernize their production. The city, in turn, supports the development and digitalization of the industrial sector. Since 2012, the Moscow Government has provided financial support to the capital's enterprises totaling over RUB 6.3 bln. These funds were intended for the development of production facilities, the purchase of new equipment, compensation for part of payments under lease agreements, the costs of technological connection to utility networks and for the development of exports.

In addition, all industrial enterprises of the capital, including organizations with the status of an industrial complex, a technopark and an industrial park, can compensate funds aimed at paying interest on loans for the purchase of equipment and for technological connection to utility networks. For all the time, about RUB 1.4 bln have been allocated for such assistance.

All these subsidies are provided within the framework of the state program "Economic development and investment attractiveness of the city of Moscow", approved in 2011.

THE CAPITAL'S ENTREPRENEURS HAVE RECEIVED MORE THAN RUB 1.5 BLN IN THE FORM OF SUBSIDIES AND GRANTS SINCE THE BEGINNING OF THE YEAR

In 2021, the business has already approved more than RUB 1.5 bln in the form of subsidies and grants. In total, more than 1,500 companies received assistance.

Today, financial assistance is available to the capital's entrepreneurs – 17 types of subsidies and grants. For example, they can compensate for the cost of training employees, the cost of exporting goods or participating in exhibitions.

The largest number of applications were approved by entrepreneurs working under a franchise. 383 applications for more than RUB 366 m were approved for this type of assistance. The business was compensated for part of the utilities’ costs, interest on loans, purchase of equipment or remuneration to the franchise owner. A subsidy and a grant for exporters are also popular among the capital's entrepreneurs. This year, 239 companies have approved assistance for a total amount of more than RUB 566 m.

AUCTIONS

ALMOST FIVE THOUSAND LOTS: THE INVESTMENT PORTAL WILL HELP TO RENT AND BUY CITY PROPERTY

On the Moscow Investment portal, you can find detailed instructions on how to participate in city auctions, as well as choose objects for rent or purchase.

Today, the portal hosts about 5,000 objects of urban property that can be rented or purchased. These are real estate for business, including buildings, structures, land plots for construction, pavilions for various purposes, and objects for individuals - apartments, rooms, land for individual housing construction, parking spaces.

You can select the objects of interest, view them online and specify the territorial location in the sections "Property from the city" and "Investment map".

"If there are currently no objects on the site that fully meet the user's requests, he can subscribe to the auction by setting up a special filter by the type of objects, their purpose, location and other criteria. Information about new lots will be displayed in the investor's personal account and sent by e-mail specified during registration," head of the Moscow Department of Investment and Industrial Policy Alexander Prokhorov said.

MORE THAN 1,300 NON-RESIDENTIAL PREMISES HAVE BEEN ACQUIRED BY INVESTORS SINCE THE BEGINNING OF THE YEAR

Since the beginning of the year, the city has sold 1,302 lots for the sale of non-residential real estate at auctions. This is 45% more than in 2020, and two and a half times more than in 2019.

"The demand for capital real estate from investors is growing. From January to September 2019, 382 objects of non-residential fund with an area of 64,700 sq. m were sold at auction, and for the same period last year – 651 objects with an area of 56,120 sq. m. For the nine months of this year, 1302 real estate transactions with an area of 80,800 sq. m have already been completed. The greatest demand for urban non-residential premises was noted by individuals - 68% of transactions, legal entities purchased about 17% of lots, individual entrepreneurs -15%," Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov said.
