The Moscow Fund for Promotion of Venture Investment in Small Scientific and Technical Enterprises was created in 2005 by the Moscow Government (Decree of the Moscow Government # 898-PP dated November 05, 2005 “On Creation of Non-Profit Fund for Promotion of Venture Investment in Moscow Small Scientific and Technical Enterprises”) with the support of AO RVC».
The Fund purpose is to create favorable conditions for the development of venture investment in Moscow.

The Fund provides preferential financing for early-stage high-tech projects that attract investment from accredited Fund investors.
The main goal of this initiative is to support existing and attract new investors in the Moscow innovative projects at the earliest stages, and support the startups receiving venture capital investments.

To cooperate with the Fund, the investor needs to pass the accreditation procedure aimed to demonstrate the experience and desire of investing in early-stage projects. The duration of the accreditation procedure can range from two weeks to 3 months, depending on the schedule of the Fund Expert Council and Governing Council meetings.
An accreditation application shall be filed by a person willing to become a partner of the Joint Investment Fund (an accredited investor).
An accreditation application shall be reviewed by the Fund Expert Council at a regular meeting. The investor shall be invited to a face-to-face meeting to introduce himself and answer the questions.
The accreditation application shall be reviewed by the Fund Governing Council at the next meeting in absentia (in the absence of the investor).
The Fund and the Investor shall sign a Cooperation Agreement establishing the limit of the funds to be allocated by the Fund for Investor's projects.
Accredited investors may request from the Fund additional funding for the projects they invest in. The co-funding request procedure (from the application to the tranche receipt) usually takes from 1 to 3 months and depends on the innovative enterprise’s documents preparation.
The co-funding application shall be submitted by an accredited investor.
The application shall be reviewed by the Fund Expert Council at a regular meeting. The investor and the entrepreneur shall be invited to a meeting to introduce the project and answer the questions.
The Fund, the Investor and the Innovation Enterprise shall sign documents to receive financing.
The innovative enterprise, together with the investor, shall fill out an application for the investment loan transfer, on the basis of which the Fund shall transfer the loan funds to the enterprise account.
The Moscow Fund for Promotion of Venture Investment in Small Scientific and Technical Enterprises provides preferential loans to the Moscow innovative projects at the Seed and Pre-seed stages, which received financial support in the form of investments from the private investors that are the Fund's partners.
