brief description of the project

An investor-developer is exempted from paying for changing the type of permitted use of a land plot for housing construction during the workplace associated infrastructure creation project implementation for the purpose of industry, business management, shopping and entertainment complex, sports, social services, education and health care, hotel service, integrated logistics services.

The term of the agreement is 3-11 years (for hotels - 49 years):

  • 3 years - area of the MPT is up to 50,000 sq. m.;
  • 4 years - area of the MPT is from 50,000 to 70,000 sq. m.;
  • 5 years - area of the MPT is from 70,000 to 100,000 sq. m.;
  • 6 years - area of the MPT is more than 100,000 sq. m..

For industrial production and for the provision of integrated logistics services - plus 5 years of operation.

Creation of places of application of labor (MPT) of a certain area, functionality in a timely manner and operation (for industrial production and for the provision of integrated logistics services).

Obligations of the investor-developer, involved person:

  • certain area and functionality workplace associated infrastructure (MPT) creation in a timely manner;
  • a bank guarantee for the change of the permitted use of a land plot for housing construction payment (recovery of funds in case of failure to fulfill obligations to put the MPT into operation);
  • return of benefits in case of non-compliance with the terms of the agreement.

City Commitments:

  • before the commissioning of the MPT - deferral of payment for changing the permitted use of a land plot for housing construction (in proportion to the declared area of the MPT) for the duration of the agreement;
  • after the commissioning of the MPT - exemption from payment for changing the permitted use of a land plot for housing construction in case of fulfillment of obligations under the agreement.

GK "PIK", "PIONER", "FSK", "Afi Development", "Capital Group", "RG-Development", "Strana Development", 3S Group, "Sber", "Samolet", "Granel", Level Group are participating in the project.
