The project involves the creation of two plants on the territory of the Kuryanovsky and Lyubertsy treatment facilities for the heat treatment of dehydrated sewage sludge with the production of 250,000 tons of solid biofuels. According to the concession agreement for implementation, the sludge drying technology does not involve severe thermal effects and meets environmental requirements.
In accordance with the terms of the concession agreement, the concessionaire is obliged to comply with the production technology provided for in the concession agreement, as well as the use of equipment that meets the requirements of the current legislation in the field of best available technologies, the requirements of environmental and sanitary-epidemiological legislation, including the requirements for passing the state environmental expertise.

In August 2020, a tender was announced for the right to conclude concession agreements regarding the financing, design, construction, maintenance and operation of wastewater disposal facilities intended for the treatment of sewage sludge. A concession agreement was signed on February 24, 2021. The total volume of private investment in the project will amount to RUB 26.9 bn. The construction period is 3.5 years, the term of operation of the constructed facilities by the investor is 17 years.
