MOSCOW INVESTMENT STRATEGY

Moscow investment strategy until 2025 (hereinafter - the Investment Strategy, the Strategy) is a strategic planning document defining the direction of the city investment development.

The city strategic goals are:

  • improving the investment climate with account of urban planning and social priorities;

  • increasing the competitive investment volume and share;

  • increasing private investments in infrastructure sectors, including those to replace budget investments.

A key element of the Investment Strategy is the support of real economy combining industry, science, IT and high-tech development. To establish local modern production sites and innovative projects, the following investment infrastructure is being developed in Moscow: technoparks, technopolises, industrial parks, special economic zones. Other measures to encourage investment include the provision of guarantees to investors, the integrated development of industrial zones, as well as the conclusion of offset contracts.

To support the private investment in infrastructure, special attention is paid to creating conditions and mechanisms for public-private partnerships (PPP), developing concessions, and involving the city property in economic circulation through tenders (including the conclusion of preferential rental agreements with investment obligations).

The strategy is annually updated. The Moscow Government monitors specific events and the relevant indicators.
