Moscow was the first among the regions of the Russian Federation to use a mechanism of an offset contract for import substitution. Since 2017, 5 agreements have been signed with the business: one was for the production of food for urban dairy kitchens and four in the healthcare sector. The total volume of investments in projects will amount to RUB 12.9 bn. The city will purchase products worth RUB 72.7 bn from manufacturers.
According to agreements in the pharmaceutical industry, investors localize the production of medicines, as well as medical devices for ostomy patients in the city.
Currently Moscow, together with the federal authorities is preparing a draft law that involves lowering the minimum investment threshold to RUB 100 m. This will attract significantly more domestic suppliers.
