The Investment Strategy of Moscow for the period up to 2025 (hereinafter, the Investment Strategy or the Strategy) is a document of strategic planning defining the vector of the city’s investment development.
The strategic aims of Moscow’s development are as follows:
- improving the investment climate with respect to urban planning and social priorities;
- increasing the volume and percentage of competitive investment;
- boosting the volume of private investment in the industry’s infrastructure, including for the purpose of substituting budget investment.
The key element of the Investment Strategy is the support of the real sector, which unites manufacturing, science, as well as the sphere of IT and hi-tech. To localise state-of-the-art production and innovative projects, the document envisages the development of investment infrastructure in Moscow: technoparks, technopolises, industrial parks, and special economic zones. Other measures to stimulate investment include guarantees for investors, the comprehensive development of industrial zones, and the signing of offset contracts.
For the purpose of supporting private investment in infrastructure, special attention is paid to creating the conditions and mechanisms of public-private partnership (PPP), development of concessions, and inclusion of municipal property into economic turnover through tenders (including through signing preferential lease agreements with investment obligations).
The Strategy is subject to annual update. The Moscow Government monitors specific measures and successfulness of their implementation.
