Speech at the II Moscow International Forum on Foreign Investments

Sobyanin: «Dear Colleagues, I am happy to welcome you at the II Moscow International Forum on Foreign Investments. This is just the second Forum; nevertheless, it has gained a certain influence and a lot of interest from the investors around the world. This year, about two thousand representatives of public authorities, financial corporations, manufacturing enterprises, and small and medium-sized business entities are here, and we are ready to do everything possible to make this Forum both interesting and attractive and, above all, helpful for you.

We invite you to this Forum, in order to tell you about new opportunities of Moscow and our partner-regions of Russia. Recently the population of Moscow has exceeded 12 million and continues to grow by about 100 thousand annually. Already over 20 million people live today in the Greater Moscow, and today this largest metropolis in Europe is implementing the development programme with the primary purpose of transforming Moscow into a more comfortable and modern city. Recently the direct elections of the Mayor of Moscow were held, during which the majority of Muscovites clearly expressed the support of this aim. Today, the Moscow City Government has the credential of the city community trust to continue these quite large and radical reorganizations that are happening in almost all spheres of the city life.

The scale of these changes is as follows: over the past three years we have been able to increase the volume of annual investments in Moscow by about 1.5 times up to 35 billion U.S. dollars. The major part of these funds is invested by private investors, both Russian and foreign.

Let us specify some major projects, which, in our opinion, may become the objects of further private investments, and may be interesting for our partners. Today, the city is implementing one of the largest programmes of transport system development in the world – construction of 160 km of underground, 240 km of railways, and 400 km of new roads. Of course, all this requires the attraction of not only public, but also private investments.

At the same time, we invite investors to participate in the construction of associated infrastructure, such as car parks, transport interchange hubs, which accounts for millions of square metres of real estate.

We also invite you to invest in the development of passenger transportation infrastructure – taxis, buses, trams, rolling stock for railways and the metro, and services for passengers of public transport. The priority development of the transport system, in turn, provides the opportunity for the intense and dynamic development of all investment projects in our region.

Another sphere for investments, which is currently being actively developed, is the redevelopment of modern public areas. Pedestrian areas and parks are being created annually in Moscow. These areas are becoming the natural place of attraction for Muscovites, which means that they are open for investments in culture, the foodservice industry, and any other business related to providing services for the citizens. Usually, after the reconstruction of districts, creation of pedestrian areas and other redevelopment arrangements, the price of property increases from 25% to 40%. Investors may participate in restoration and adaptation of the buildings as monuments of architecture for modern usage, and this is a new trend, as, unfortunately, in the previous years there were almost no such investments. Today this volume has increased nearly 30-fold. Hundreds of monuments are being restored today not only through the state funds, but also through private investments. The special programme of preferential rental rates for investors in the restoration of architectural and historical monuments was introduced in the city. Such facilities as hotels, cultural institutions, representative offices, or any other business entities may be located in such renovated buildings, which are usually located in the historic city centre.

Considering the social sphere, the Moscow City Government is interested in improving the quality of education and health care services, and therefore we welcome the creation of new private kindergartens, schools, medical practices, and even full-featured private hospitals in Moscow.

We have tested different methods of attracting investments, from simple privatization and buildings lease to concession agreements in health care development in the city. For the purposes of investments in these institutions, the most favourable conditions were created.

Industrial production is a traditional area for investments. In addition to the programmes of support of small and medium-sized business entities, we are ready to consider the proposals from the large manufacturers interested in direct access to the largest consumer market and requiring qualified personnel, which is available in Moscow. I am referring to the special city benefits on property tax, land plots lease and other matters.

As an example, I can refer to "Renault-Nissan" group, which recently has made a decision on additional investments and a twofold increase of the production of cars at the Moscow site. In turn, we provided a number of special benefits to support this production.

Of course, such traditional industries for Moscow as the financial sector, office real estate, trade, housing construction and others are still open for investors.

There have been a lot of discussions that the investment opportunities in these areas have diminished. I have to tell you that it is not true, or rather, absolutely not true. The volume of investments in these areas is increasing almost every year.

We have rejected the continuation of oppressive construction in the central part of the city, as there is no place for construction there already. At the same time, we are opening up new opportunities to redevelopment of industrial areas and new territories of Moscow. Let me remind you that the territory of Moscow has increased recently by 2.5 times, and, of course, this represents new investment opportunities. So, I invite you to join us in the implementation of the most interesting, the most effective projects that can be successfully realized in Moscow in different areas that interest you and satisfy the city.
