Who may apply for support measures?

INDUSTRIAL COMPLEX STATUS
Potential applicants for support measures include:

Owners of capital facilities who conduct manufacturing on their property.

TECHNOPARK STATUS
Potential applicants for support measures include:

Owners and holders of rights of economic jurisdiction or operating management of capital facilities who use such facilities for research and development, information and telecommunications, and/or manufacturing.

INDUSTRIAL PARK STATUS
Potential applicants for support measures include:

Owners and holders of rights of economic management or operational management for capital construction projects, leading them in the field of manufacturing. It is allowed to carry out activities in the field of science, IT, communications, technical testing, research, analysis and certification within the technological chain of manufacturing. 

 

Technopark/industrial park management company status is automatically awarded after acquisition of technopark/industrial park status. There is a separate procedure for acquiring anchor tenant status (see details in the Moscow City Government Decree “On implementation of industrial and investment policy in Moscow”).

Benefits for technoparks awarded the status under the old procedure remain for two years.

Industrial complex or technopark or industrial park status is awarded for a maximum of ten years and requires mandatory annual validation.

The status of the industrial park can be obtained only if there are documents confirming the introduction of information on the industrial (industrial) park and the management company of the industrial (industrial) park in the register of industrial (industrial) parks and management companies of industrial (industrial) parks in accordance with the resolution of the Government of the Russian Federation from August 4, 2015, No. 794 "On industrial (industrial) parks and management companies of industrial (industrial) parks".

Important!
  • The status application may cover one or more land plots and must include all the capital facilities located thereon. The status of industrial complex or technopark may be awarded to a facility under construction, part of a capital facility or a land plot with no capital facilities.
  • The applicant must be the holder of the title or other right to the relevant land plots.
