  • Registered in Moscow (individual entrepreneur or a commercial organization except for a unitary enterprise).
  • No branches or representative offices outside of the SEZ.
  • Cannot transfer rights and obligations under an agreement on activities to another entity.
  • Conclusion of an agreement on industrial production or technology development activities.

LIST OF DOCUMENTS PROVIDED FOR THE CONCLUSION OF AN AGREEMENT (LAW 116-FZ)

  1. An application for the conclusion of an agreement on activities that contains information about:
    • the applicant’s proposed activities
    • any state and/or municipal property required for the proposed activities
    • the area of the land plot required for the proposed activities
    • the proposed volume of investment and capital expenditures during the period of the applicant’s activities in the SEZ, including about capital expenditures over the three years from the agreement conclusion date
    • the amount of the required connected power of the applicant’s power receiving devices and also about the types and volume as well as the planned amount of the required connected load with respect to the necessary resources
  2. Copies of constituent documents (for legal entities)
  3. Business plan (Order No. 75 of the Ministry of Economic Development dated March 23, 2006; Order No. 560 of the Ministry of Economic Development dated August 31, 2016).
  4. A copy of the certificate of the state registration of a legal entity or individual entrepreneur and a copy of the tax registration certificate*.

* If the applicant fails to provide these documents, the authorized body shall request them in the manner of interagency cooperation
