Private investment in kindergarten and school construction


Project Summary: under the project, the city provides a reduced lease rate of 1 rouble per square metre (for non-residential premises) for accommodation of private kindergartens and schools. The term of the preferential lease is 49 years. The reduced lease rate may be used after the investor has adapted the premises to educational activities and started providing services in the scope determined by the Department of Education of the City of Moscow. Implementation of the project will contribute to increasing competition in the field of education and improving the quality and accessibility of educational services.

Results (2013–2018): During the project, 25 real estate sites have been leased out to investors.

Current status: 18 of them have already been renovated by the investors and are subject to the reduced lease rate.

In addition, the city is holding a number of auctions to lease land for construction of preschool facilities. The land lease term is 49 years. Upon starting to use the site, the lease cost will be set at 1.5% of the cadastral value. As part of the land auctions, 4 land plots with a design capacity of more than 400 places have been sold so far. The planned private investment is estimated at about 200 m RUB for a site, or 779 m RUB for sites that have already been traded.
