GENERAL REQUIREMENTS
- The applicant shall be registered as a taxpayer in Moscow.
- The applicant shall have no arrears in taxes and fees.
- The applicant shall not be subject to a liquidation / bankruptcy procedure.
- The applicant shall have no arrears in rent payments for the land owned by the city of Moscow.
- The applicant's financial solvency for the project implementation shall be confirmed by:
- the investor's net assets and other entities involved (if any), jointly with the net assets of the entities belonging to the group of the investor and other parties involved (if any), shall make up at least 10% of the investments indicated in the IPP status application,
And (or)
- available (own or solicited) financial resources making at least 50% of the investments indicated in the status application.
ADDITIONALLY:
- For IPP aimed at the creation of an industrial park:
- the information about the industrial park and management company shall be contained in the industrial park register of the Ministry of Industry and Trade.
- For IPP aimed at the creation of an industrial park and a technopark:
- there shall be preliminary agreements with potential residents that stipulate their obligations to establish an industrial production and to conduct core activities on the territory of the industrial park / technopark.
PROPERTY REQUIREMENTS
The capital structures (CS) and land plots planned to be used for the investment project implementation shall have a cadastral registration.

These requirements shall be fulfilled beginning from the application date, and in case of the capital structure or fixed assets creation, acquisition, modernization, or reconstruction, within 5 years from the corresponding status assignment date, and in case of implementing an IPP for industrial production development, within 3 years from the corresponding status assignment date.
ECONOMIC REQUIREMENTS
The economic requirements established for the status of IPP aimed at an industrial complex / technopark / industrial park creation, and IPP aimed at industrial production development shall be fulfilled within 2 years from the date of fixed assets commissioning and non-material assets entry in the books.
The economic requirements for the status of IPP aimed at the creation of educational, cultural and art facilities shall be fulfilled no later than 3 years from the date of the commissioning of capital structures, that were constructed and (or) reconstructed, restored, or adapted for modern applications as part of the investment project.
