Technological connection to electric networks in Moscow.

Technological connection to the electric networks in Moscow is carried out in accordance with the Rules of electric connection of power receivers of electric users, electric power generation facilities and power supply network facilities owned by network organizations and other persons, to electric networks approved No. 861 by the Government of the Russian Federation dated December 27, 2004.

Technological connection to the electric networks in Moscow is provided by 50 network companies. The largest of them are:Moscow United Electric Grid Company, JSC (MOESK, JSC) and United Electric Company, JSC (OEK, JSC).

MOESK, JSC owns 7 client offices, and applications for technological connection to the electric networks are taken in 10 offices Mosenergosbyt, JSC.

Customer Service Center of OEK, JSC is located at: 8, Raushskaya Embankment, Moscow.

Moscow introduced optimized technological connection procedure “3 steps from application to the electricity supply”. Depending on the required capacity, the procedure may vary (MOESK, JSC, OEK, JSC ).

Technological connection procedure consists of the following steps:

  1. Application for technological connection to the electric networks;
  2. Conclusion of an agreement on the implementation of technological connection and obtaining Technical requirements containing a list of activities for technological connection to be fulfilled by the MOESK, JSC (OEK, JSC) and the part of the applicant (Step 1);
  3. Implementation of measures provided for by technic specifications, installation of electricity meters (Step 2);
  4. Obtaining readiness certificates following an inspection of the facility and voltage is supplied to the facility.

A power supply contract may be concluded simultaneously with the technological connection procedure. For registration, contact the client offices of MOESK or OEK, or Mosenergosbyt upon completion of the technological connection procedure ( branch addresses ).

1. Application for technological connection to the electric networks.

To conclude the contract for technological connection, it is necessary to apply to the appropriate client office of the network company. When applying, the applicant shall provide the specified set of documents. Detailed description of the application procedure, the list of required documents and the forms of the required documents are provided on the websites of MOESK, JSC and OEK, JSC. The total period of preparation of a draft contract on the technological connection and draft technical specifications: in case of connection to150 kW – 7 days, from 150 kW to 670 kW – up to 15 days, in case of technological connection under an individual project – 5 days since the moment of approval of payment for the technological connection by the Moscow Regional Energy Commission.

The service is provided free of charge.

2. Conclusion of the contract for technological connection and technical specifications.

Within 30 days since the receipt of the agreement on the technological connection and enclosed technical specifications, the applicant shall sign and send it to the network company. After signing the contract, the applicant has an obligation to pay a fee for the technological connection.

Payment for the technological connection to the electric networks:

  1. When connecting power receivers up to 15 kW (inclusive) – 550 rubles for applicants possessing objects belonging to the third category of reliability (one source of supply) provided that the distance from the borders of the applicant’s lot to the power supply network facilities with the necessary voltage class of the network organization in which the application was submitted is not more than 300 meters in cities and towns and not more than 500 meters in rural areas.
  2. The amount of payment for technological connection to power receivers with maximum power of 15 kW to 8,900 kW is determined for the next calendar year by the acts of the Moscow Regional Energy Commission (Moscow REC) forMOESK, JSC, for OEK, JSC.
  3. In case of connection of devices with power above 8,900 kW inclusive and voltage above 35 kW, an individual tariff approved in each case by a separate regulation of Moscow REC shall be applied.

3. Implementation of measures provided for by technic specifications, installation of electricity meters.

A network company performs works up to the land boundaries of the applicant. The applicant performs activities within the boundaries of its lot, including the installation of a boundary bus. Work to perform activities is financed accordingly by the network company and the applicant.

Upon completion of all works in accordance with the specifications, the applicant must notify the network company. The term of technological connection is defined by the agreement depending on the connected capacity:

  • up to 15 kW – up to 4 months from the date of the contract;
  • from 15 kW to 150 kW – up to 4 months from the date of signing the contract. For applicants of MOESK, JSC, the company performs work within the period not exceeding 100 days from the date of the contract;
  • from 150 kW to 670 kW – up to 1 year from the date of the contract;
  • more than 670 kW – up to 2 years from the date of signing the contract.

The works within these activities are financed respectively by the network company and the applicant.

4. Obtaining readiness certificates following an inspection of the facility and voltage is supplied to the facility:

The applicant shall notify the network company and Rostekhnadzor (in case of connection of power exceeding 150 kW) on technological connection.

The applicant shall take part in the inspection of power receivers together with the corresponding network company, and in certain cases (when connecting more than 670 kW r and 150 kW to 670 kW in relation to objects connected upon the third category of reliability (one source of supply) to the electric network of voltage class up to 10 kW inclusive) – in separate inspection (examination) of power receivers together with Rostekhnadzor.

If nonconformance was exposed during the verification of the technical specifications of the applicant, the network company and Rostekhnadzor shall provide information on the detected violations and recommendations to address them.

According to results of the inspection, an inspection (examination) report of power receivers shall be made and transferred to the applicant. In the absence of nonconformance and connection of objects to the electric networks, the electricity can be transferred to the power receivers of the applicant by turning on a switching device. MOESK, JSC starts supplying electricity before the signing of all necessary documents (step 5).

The total period of acceptance of performed work is 10 days at MOESK, JSC, if the participation of Rostekhnadzor is not required.

The service is provided free of charge.

Signing act on the technological connection, certificate of delineation of balance sheet attribution, act on the operational responsibility of the parties.

After the execution of the power receivers inspection act, the parties shall sign the following documents:

  • act on the technological connection;
  • certificate of delineation of balance sheet attribution (RBP act);
  • act on the operational responsibility of the parties (EO act).

Acts are usually signed within 5-10 days.

5. Energy supply agreement with Mosenergosbyt, JSC.

(A power supply contract may be concluded simultaneously with the technological connection procedure)

It is necessary to sign energy supply agreement with Mosenergosbyt, JSC upon the completion of the technological connection procedure.

To do it, it is necessary to apply and submit a set of necessary documents to one of the client offices of Mosenergosbyt JSC or the central office JSC MOESK.

The following terms are set for the consideration of documents and signing of the contract.

  • for legal entities and individual entrepreneurs possessing power receivers with capacity less than 5 MW – 21 calendar days.
  • for legal entities and individual entrepreneurs possessing power receivers with capacity of 5 MW and more – 28 calendar days.
